SUMMARY

OF NOVEMBER 22, 2024, PARTIALLY CLOSED OBSERVATION MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 DIGITAL UPGRADE OF THE EMERGENCY CORE COOLING SYSTEM COMPENSATED LEVEL SYSTEM (EPID L-2024-LRM-0009)

On November 22, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed observation meeting with Constellation Energy Generation, LLC (Constellation, the licensee) at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was for Constellation and the NRC staff to discuss a proposed license amendment request (LAR) regarding a digital instrumentation and controls upgrade to the emergency core cooling system (ECCS) compensated level system for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom). The meeting notice and agenda, dated November 15, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24326A047. The enclosure to this summary contains a list of attendees. The licensee prepared presentation slides which are available in ADAMS at ML24325A570.

During the meeting, Constellation discussed a proposed schedule for the planned LAR, including the planned time frame for supplemental information. The licensee confirmed that the only supplement currently planned is the equipment qualification test report summary. The licensee discussed the changes to the facility with the LAR including expanded maintenance and diagnostic testing. The NRC staff requested that the licensee include in its application, the architecture of the monitoring and tuning system with its diagnostic features. Continuing the discussion on changes to the plant interface, the NRC staff asked who is providing the cabinets and the Curtiss-Wright representative responded that Curtiss-Wright will be supplying the cabinets. The licensee mentioned that there will be no changes to Peach Bottoms technical specifications.

The NRC staff asked Constellation to explain their evaluation using the process described in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59 Changes, tests, and experiments which allows licensees to make changes to their facility without prior NRC approval. The licensee responded that because they are making changes to a structure, system, or component (SSC) that affects the design function of the SSC, they screened into the 50.59 process. Evaluating the change against the criteria in 10 CFR 50.59(c)(2), the licensee determined that the change described in the LAR would result in more than a minimal increase in the likelihood of occurrence of a malfunction of an SSC important to safety previously evaluated in the final safety analysis report (as updated), as described in 10 CFR 50.59(c)(2)(ii).

Therefore, Constellation will be applying for a license amendment to make changes to the ECCS system.

During the discussion of deviations from the RadICS topical report, the licensee mentioned the only equipment deviation is the use of 2-meter cables instead of the 20-meter cables included in the topical report. The NRC staff asked for more information on these cables and the licensee mentioned they are manufactured by RadICS and will be commercially dedicated by RadICS as well as included in Curtiss-Wrights quality assurance (QA) program.

The NRC staff did not make any regulatory decisions at the meeting. Members of the public were in attendance. Public Meeting Feedback forms were not received. The NRC received one comment congratulating the staff on the helpfulness of dialogue throughout the meeting.
