OF MAY 31, 2018, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING THE POTENTIAL LICENSE AMENDMENT REQUEST TO INCREASE THE NUMBER OF POWER LEVEL STEPS FOR THE USE OF LEFMS AT PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 On May 31, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss a potential license amendment request (LAR) for Peach Bottom Atomic Power Station (PBAPS) concerning the revision of interim power level steps in the event of a degraded feedwater flow line leading edge flow meter (LEFM) operational status. The meeting notice and agenda, dated May 18, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18138A241. A list of attendees is enclosed. The licensee presented the proposed LEFM expanded actions and explained that multiple uncertainty factors were calculated for various LEFM operating modes. The vendor, Caldon, included these uncertainties in the calculation that was previously provided to the NRC to support the PBAPS 2017 measurement uncertainty uprate license amendment. The licensee also explained that a new revision of this calculation would be submitted to support the proposed expanded actions. The revised calculations will include uncertainties associated with the feedwater flow venturi instruments which will need to be factored into one of the new LEFM operating conditions for which expanded actions are proposed.
The NRC staff stated that calculations for venturi instruments would need to be reviewed as part of the safety evaluation (SE) and requested that these calculations either be docketed to support the LAR or made available for audit during the SE.
The NRC staff asked if there were any technical specification changes being requested and the licensee stated that only updated final safety analysis report/Technical Requirements Manual changes would be necessary.
In a previous LEFM SE for another plant, the NRC staff had determined that only one maintenance mode was acceptable. The NRC staff, therefore, asked why additional modes of operation for the PBAPS LEFM should be considered. The licensee explained that new expanded actions based on LEFM operating conditions were needed for the PBAPS plants because of the location of the transducers and associated cabling. These system components are located in a plant area where high radiation levels are present during plant operations which
2 preclude personnel access. Because these system components cannot be serviced or repaired while the plant is at power, a component failure could result in operation at the reduced power level for extended periods of time even though calculations show that lower levels of power reduction can be supported.
Exelon stated that it plans to submit the LAR in June or July 2018.
