OF FEBRUARY 27, 2018, MEETING WITH EXELON GENERATION COMPANY, LLC REGARING PLANNED FLEET LICENSE AMENDMENT REQUEST TO RELOCATE STAFF QUALIFICATION REQUIREMENTS FROM TECHNICAL SPECIFICATIONS TO THE QUALITY ASSURANCE TOPICAL REPORT (EPID L-2018-LRM-0013)
On February 27, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) via teleconference. The purpose of the meeting was to discuss Exelon's planned fleet license amendment request (LAR) to relocate staff qualification requirements from technical specifications (TS) to the quality assurance topical report (QATR). The February 15, 2018, meeting notice and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML180548599. A list of attendees is enclosed.
Exelon provided slides (ADAMS Accession No. ML180548359) which it used for its discussion.
Exelon stated that the LAR would be submitted on March 1, 2018, for Braidwood Station, Units 1 and 2; Byron Station, Unit Nos. 1 and 2; Calvert Cliffs Nuclear Power Plant, Units 1 and 2; Clinton Power Station, Unit No. 1; Dresden Nuclear Power Station, Units 2 and 3; James A. FitzPatrick Nuclear Power Plant; LaSalle County Station, Units 1 and 2; Limerick Generating Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; Peach Bottom Atomic Power Station, Units 2 and 3; Quad Cities Nuclear Power Station, Units 1 and 2; R. E. Ginna Nuclear Power Plant; and Three Mile Island Nuclear Station, Unit 1.
Exelon discussed the content of its planned application. The current unit staff qualification requirements are currently in either TS 5.3.1 or TS 6.3.1, depending on the facility. The wording for these TS will be entirely relocated verbatim, with minor exceptions for FitzPatrick, to the QATR. The existing TS wording will be entirely replaced with: "Each member of the unit [facility
or plant] staff shall meet or exceed the minimum qualifications referenced for comparable positions as specified in the Exelon Quality Assurance Topical Report." Exelon stated the LAR will be consistent with the precedence established by a Tennessee Valley Authority LAR (ADAMS Accession No. ML16105A287).
After approval of the amendments, Exelon plans to revise the training requirements in the QATR under paragraph 50.54(a) of Title 1O of the Code of Federal Regulations to adopt Regulatory Guide (RG) 1.8, Revision 4, "Qualification and Training of Personnel for Nuclear Power Plants" (see Draft Regulatory Guide (DG)-1329 at ADAMS Accession No. ML16091A267), once it is finalized by the NRC. Exelon anticipates RG 1.8, Revision 4, will be issued by September 2018, and it would like to immediately implement this revision. Therefore, Exelon stated it will request a 6-month turnaround on the LAR. Exelon noted that new staff are currently being trained to the newer standard discussed in DG-1329.
The NRC staff noted that the metric for LAR reviews is 12 months. In addition, this LAR would not be considered as a high priority under the Office of Nuclear Reactor Regulations's prioritization scheme. The staff stated it could not commit to a shorter review but it would inform Exelon of its review schedule if the application is accepted.
