SUMMARY
OF NOVEMBER 7, 2024, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC ON PLANNED ALTERNATIVE REQUESTS REGARDING REACTOR VESSEL CLOSURE STUDS (EPID L-2024-LRM-0114)
On November 7, 2024, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (CEG, the licensee) via webinar. The purpose of this meeting was to discuss CEGs plans to submit a proposed alternative request for Reactor Vessel Closure Stud Exam Optimization for Braidwood Station, Units 1 and 2; Byron Station, Units, 1 and 2; Calvert Cliffs Nuclear Power Plant, Units 1 and 2; James A. Fitzpatrick Nuclear Power Plant; Lasalle County Station, Units 1 and 2; Limerick Generating Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; and Peach Bottom Atomic Power Station, Units 2 and 3; (collectively, the CEG facilities). The meeting notice and agenda dated October 9, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24311A025, and CEGs meeting handout is available at ML24310A067. A list of attendees is enclosed.
The licensee presented information regarding (1) the current American Society of Mechanical Engineers (ASME) Code requirements for reactor vessel closure studs, (2) an overview of the affected components; (3) a description of the proposed alternative, and (4) a summary of the basis and technical justification for the request. Additionally, the licensee indicated that a similar request had been made by Duke Energy (ML20336A033). CEG currently plans to submit the alternative requests in January 2025.
The NRC staff provided feedback on the following topic:
Precedent: The NRC staff recommended that CEG review the requests for additional information that the staff issued to Duke Energy to ensure sufficient detail is provided in the application.
The NRC staff appreciated that the licensee held the meeting sufficiently early in the development process so that any staff comment could be considered in the application.
