SUMMARY

OF APRIL 23, 2019, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING SUBMITTAL OF A POTENTIAL LICENSE AMENDMENT RELATED TO REPLACEMENT OF BURIED ELECTRICAL CABLES AT PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 On April 23, 2019, a Category 1 public meeting (by teleconference) was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a potential license amendment request to replace some of the buried electrical cables. The meeting notice, dated April 12, 2018, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19102A303. A list of attendees is enclosed.

Exelon staff briefly summarized that it expects to submit the proposed license amendment request for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom), by the end of April 2019. Exelon indicated it may request an expedited review for issuance by early November 2019 to support work already scheduled for later that month. The proposed changes would temporarily extend the completion time from 7 days to 21 days for Technical Specification 3.8.1, "AC [Alternating Current] Sources-Operating," Required Action A.3. This one-time change is needed to replace 27 buried electrical cables near the end of their dependable service life. These cables are common to both units. Exelon indicated that during the extended completion time period, the station blackout line, the Unit 2 emergency auxiliary transformer, and all four emergency diesel generators are planned to be protected, available, and operable to provide power. FLEX equipment will also be available.

Exelon discussed the points and electrical diagram exhibited in the presentation materials. The primary discussion related to justification for using NUREG-0800, "Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition - Electric Power,"

Branch Technical Position 8-8 guidance criteria for a deterministic (versus risk-based) application. Exelon responded that its proposal uses an approach similar to a 2018 license amendment for the Surry Power Station. The NRC staff will review the Peach Bottom application independently, noting that there may be similarities with Surry Power Station's license amendment last year. NRC staff also noted that since this proposal is a one-time extension, the proposed technical specification changes need to indicate the time-limited nature.
