October 2, 2019 U.S. Nuclear Regulatory Commission Public Meeting Summary Title: Public Meeting to Discuss Draft Supplement 10, Second Renewal, to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom) Subsequent License Renewal Application (SLRA) (EPID L-2018-RNW-0013)

To discuss the preliminary findings of, and receive public comments on, the draft supplemental environmental impact statement (SEIS) regarding the proposed subsequent renewal of the operating licenses for Peach Bottom SLRA.

General Details:

The NRC held a public meeting as part of the Peach Bottom SLRA environmental review.

The meeting started at 6:00 p.m. local time. The meeting was preceded by an informal open house beginning one hour prior to the meeting where members of the public were provided the opportunity to meet with NRC staff. The meeting ended at 7:40 p.m. The meeting was facilitated by Brett Klukan, an NRC in-house facilitator who opened the meeting with a review of meeting ground rules and an introduction of NRC staff. Next, Caroline Hsu, NRC, discussed the license renewal environmental review process and the preliminary findings of the draft supplemental environmental impact statement (SEIS) regarding the proposed subsequent renewal of the operating licenses for Peach Bottom Units 2 and 3. The presentation emphasized that comments were welcome to improve the draft SEIS. Next, there was a question and answer period on the NRC staff presentations.

Finally, there was the comment portion of the meeting.

Twenty-seven people (this number includes nine NRC staff members) attended the meeting.

In addition to four members of the public, meeting attendees included Paul Gunter of Beyond Nuclear, Inc., representatives from Three Mile Island Alert, a representative from the Pennsylvania Department of Environmental Protection, members of the press and the applicant.

Summary of Presentation:

Exelon submitted its subsequent license renewal application for Peach Bottom Units 2 and 3 in July of 2018. If renewed for a second time, the licenses for Units 2 and 3 would expire on August 8, 2053 and July 2, 2054. As a part of the environmental review, the NRC staff published the draft site-specific environmental impact statement containing preliminary findings and recommendation on July 30, 2019 ADAMS Accession No. (ML19210D453).

The NRC staff addresses environmental resource areas by analyzing in detail the impacts that operation of the power plant may have on the resource area. The staff then characterizes these impacts as SMALL, MODERATE, or LARGE. The following resource areas would experience SMALL impacts from subsequent license renewal: land use/visual resources, air quality/noise, geologic environment, surface water resources, groundwater resources, terrestrial resources, socioeconomics, transportation, human health, and waste management. For aquatic resources, the impacts would be SMALL to MODERATE, because subsequent license renewal may noticeably alter the resource but not destabilize the key attributes of the resource. For some environmental resource areas, the characterization of impacts is dictated by statutes or executive orders and not the NRCs SMALL, MODERATE and LARGE determinations. The following table provides the NRC staffs preliminary findings for those resource areas:

May affect, but is not likely to adversely affect Northern long-Special Status Species eared bat and Indiana bat and Habitats May affect Chesapeake logperch No adverse effects on Essential Fish Habitat Historic and Cultural Would not adversely affect known historic properties or historic Resources and cultural resources No disproportionate high and adverse human health and Environmental Justice environmental effects In addition, the NRC staff analyzed cumulative impacts (the impacts of the continued operation of Peach Bottom Units 2 and 3) in combination with other past, present, and reasonably foreseeable future actions in the area) and reasonable alternatives to subsequent license renewal including new nuclear, supercritical pulverized coal, natural gas combined-cycle, a combination of natural gas, wind, solar, and purchased power, and a no-action alternative.

Based on its evaluation of the environmental impacts of operating Peach Bottom Units 2 and 3 for an additional 20 years, the NRC staffs preliminary recommendation is that any adverse environmental impacts of renewing the Peach Bottom licenses are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable.

Public Participation Themes: There were four commenters at the meeting. The first commenter was Mr. Ernest Eric Guyll, a member of the public. His comments primarily focused on requesting enhanced radiation monitoring around Peach Bottom. The second commenter was Mr. Paul Gunter, Beyond Nuclear, Inc. His comments focused on the concerns identified in the petitions Beyond Nuclear, Inc. submitted to the NRC on September 3, 2019, as an intervenor on the Peach Bottom SLRA review, i.e., requesting harvesting of items from recently shut down nuclear plants to inform the NRCs subsequent license renewal reviews and industry operating experience. The third commenter was Mr. Scott Portzline, former Three Mile Island Alert Security Consultant. His comments focused on critiquing the NRCs estimate of the risk and method used to determine the risk associated with severe accidents. The fourth commenter was Mr. Eric Epstein, Three Mile Island Alert. His comments focused on the difficulties of evacuating people, especially children, from the Peach Bottom area in the event of a radiological disaster.

The written statements provided at this meeting will be addressed in the final SEIS.

Action Items/Next Steps: The NRC staff will address the comments provided during this meeting in the final SEIS, expected to be published in January 2020.
