Dear Commissioners and Staff:

In Reference 1, as supplemented by References 2 and 3, Pacific Gas and Electric Company (PG&E) submitted a license amendment request in accordance with 10 CFR 50.90 and 10 CFR 73.55(r). Upon further consideration and based on discussions with the NRC staff, PG&E hereby withdraws the license amendment request. PG&E intends to submit a new license amendment request, which will include an alternative security measures request based on feedback from the NRC staff.

Additional information regarding the Early Warning System applicability with 10 CFR 73.55 requirements will be captured and tracked in the Diablo Canyon Power Plant Corrective Action Program per 10 CFR Appendix B.
