Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

The staff met with Oklo, Inc. (Oklo) to discuss the Environmental Report (ER) for its advanced reactors.

The staff had previously met with Oklo on August 31, 2022, to discuss several key topics for the Oklo reactor design, including the environmental review. Oklo and the staff agreed that a separate meeting should be scheduled to discuss the environmental review. Oklo asked the staff to review the ER submitted with the Aurora combined license application (COLA) and share any feedback prior to a meeting. In December 2022, the staff provided Oklo with its feedback regarding the additional information that the staff would expect to see in a future ER. In its feedback, the staff noted information that was missing in the ER submitted with the Aurora COLA and the staffs expectations for a future submittal. The purpose of the August 1, 2023, meeting was to discuss this feedback.

Oklo stated the following goals for the August 1, 2023, meeting:

o Increase familiarity with Oklo's approach to product development and its design.

o Discuss NRC feedback from the 2020 Aurora ER.

o Provide clarification on Oklos approach to meeting Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, requirements.

o Inform the changes needed to the Aurora ER to ensure the acceptability of the forthcoming ER that would be submitted as part of a future COLA.

Oklo addressed the staffs feedback from the 2020 Aurora ER. This feedback was derived from Audit Items F.1, Environmental Report, in the Summary of Audit for the Oklo Power LLC Aurora Combined License Application Acceptance Review, dated August 19, 2020 (ML20230A372).

Oklo also shared its proposed approach to the use of a site parameter envelope, exemptions to 10 CFR 51.20(b), and the use of references to the final safety analysis report in the ER. The staff stated that it would provide feedback on these proposals in a future interaction.

In various interactions with Oklo since the August 2022 meeting, the staff provided feedback regarding additional information that would be needed in an ER submitted with a future COLA.

Based on the discussions held during the August 1, 2023, meeting on the environmental review and recent interactions on this topic, Oklo determined that no additional

discussions regarding the environmental review are needed in the pre-application phase. Oklo has indicated that this will be a topic addressed in the readiness assessment.
