OF THE APRIL 10 AND 11, 2024, CLOSED MEETINGS TO DISCUSS PHYSICAL SECURITY FOR THE OKLO DESIGN (EPID L-2022-LRM-0042)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).

These meetings were a followup to a meeting held on January 17 in which Oklo presented its approach to security. The purpose of the April 10 meeting was for the staff to share safeguards information on the design basis threat with Oklo to support development of the physical protection program for its advanced reactor. The purpose of the April 11 meeting was for Oklo to provide additional information on the physical security approach for the Aurora powerhouse, and how it plans to meet the physical security requirements in 10 CFR 73.55.

Oklo described the features of the Aurora powerhouse that provide security by design. The staff discussed the options that have been proposed in the Part 53 draft rulemaking, and the

J. Borromeo proposed Alternative Physical Security Requirements for Advanced Reactors (aka limited-scope security rulemaking), as well as guidance documents that may be applicable.

No regulatory decisions were made as a result of this meeting.
