Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

The NRC staff met with Oklo to discuss its approach to vessel design and the regulatory approach for its advanced reactors.

Oklo previously met with the NRC staff on June 29, 2023, to present its approach to materials and to address specific areas of interest previously highlighted by NRC staff regarding this topical area. During the June 29, 2023, meeting, the NRC staff requested more information regarding Oklo's intentions for the design, analysis, procurement, and proposed codes and standards that would be used for its vessels.

The purpose of the August 9, 2023, meeting was to communicate Oklos approach to design, analysis, and construction of the reactor vessel and guard vessel and to solicit feedback from the NRC staff on Oklos intended path forward for compliance with consensus codes and standards for the reactor vessel and guard vessel.

As a result of the meeting, the NRC staff has a better understanding of Oklos proposed approach for procurement of its vessels and how Oklo intends to use codes and standards for design and construction of the reactor and guard vessel.

The NRC staff noted that in Regulatory Guide 1.87 Acceptability of ASME Code Section III, Division 5, High Temperature Reactors,' the NRC endorsed codes and standards for use in the design, construction, testing and quality assurance of mechanical systems and components for non-light-water reactors operating at elevated temperatures.

The NRC staff also noted that when an applicant does not plan to use consensus codes and standards, and those that have been previously endorsed by the NRC, the applicant has to justify the adequacy of such a code or standard. Further, this type of custom review represents an application review risk and can be resource intensive.

No regulatory decisions were made as a result of this meeting.
