Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

The NRC staff met with Oklo to discuss the concept of operations proposed for its advanced reactors.

The NRC staff had previously met with Oklo in August 2022 (ML22257A246) to discuss standardized operational programs, including Oklos approach to operations and training and exemptions that may be necessary to support implementation of its approach.

During a subsequent meeting in August 2023, Oklo provided more details on its proposed approach to operations. (ML23240A713)

In November 2023, Oklo shared a draft white paper with the NRC staff regarding its proposed concept of operations. The NRC staff discussed preliminary feedback on the draft white paper during the December 11, 2023, meeting (Enclosure 3).

NRC staff and Oklo discussed aspects of its proposed concept of operations, intended to reflect advanced reactor features. NRC staff identified some aspects of Oklo's approach that may be potentially inconsistent with current regulations and underlying statutory requirements. NRC staff discussed potential ways of navigating the issue. Oklo anticipates requesting exemptions to certain existing regulatory requirements to account for the role of humans in its facilities. Both sides agree that this is an area for further engagement.

Oklo indicated that it plans to evaluate the information provided by the NRC staff during the meeting and will determine the next steps which may include revision of the draft white paper, formal submittal, and possibly an additional meeting.

No regulatory decisions were made as a result of this meeting.
