Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

Oklo shared the following goals for the June 30, 2023, meeting:

o Describe Oklos use of probabilistic risk assessment (PRA),

o Solicit feedback on the intended development timelines for Oklos PRA model, and o

Discuss the relationship between NRCs PRA requirements and policy to Oklos use of PRA.

This meeting was part of a broader meeting with Oklo on several technical and programmatic topic related to its ongoing preapplication engagement activities supporting its advanced reactor design.

Oklo stated that PRA will be used to inform deterministic analysis scope, identify severe accident vulnerabilities, and support risk-informed design and operations.

Oklo stated that it does not anticipate requesting exemptions to any regulations related to the use of PRA.

The NRC staff provided feedback to Oklo on the PRA scope that Oklo is planning for the application phase.

The NRC staff discussed with Oklo the definition of a full scope PRA, as used in consensus standards stating that it includes a Level 1, Level 2, and Level 3 PRA. During the discussion, the NRC staff noted that the development of a custom definition of a full scope PRA is a departure from consensus standards, represents an application review risk, and could result in a more resource-intensive review of an application.

Oklo indicated that it did not intend to pursue further pre-application engagement on this topic. The next planned interaction on this topic will be during the readiness assessment.

No regulatory decisions were made as a result of this meeting.
