Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

The staff discussed Oklos safety classification approach previously in meetings with Oklo on June 27 and July 31, 2023. The purpose of the August 8 meeting was to provide a recap of the case study which evaluated a single bounding event, loss of heat sink, and describe how Oklo applied the classification process to functions and features affecting shutdown.

Oklo shared the following goals for the August 8, 2023, meeting:

o Familiarize the non-core safety team staff with the Aurora X, its instrumentation and control (I&C) systems, the overall safety case, and the most recent results of Oklo's safety classification analyses o

Communicate the standards that Oklo is planning to commit to o

Obtain staff feedback to Oklos regulatory approach for I&C o

Determine if further information is needed by the staff regarding I&C before a readiness assessment.

Oklo stated that the design and applied regulatory controls to the reactor trip system are commensurate with the safety significance of the system and they believe that they comply with the intent of 10 CFR 50.55a(h)(3).

The NRC staff indicated that future reviews regarding whether the reactor trip system complies with the relevant regulations (e.g., 10 CFR 50.55a(h)(3)) will depend on how the system is classified.

The NRC staff and Oklo agreed that no further pre-application interactions were necessary on this topic. However, both parties planned to continue discussions on the safety classification of the reactor trip system as part of future discussions regarding safety classification, in general.

No regulatory decisions were made as a result of this meeting.
