"The Great Lakes have officially entered a new climate era and the past is no longer a guide for the future". The EIS should pay more attention to the effects on an already warming Lake Michigan. What would the once-through cooling water system have on future algae blooms. How would toxic chemical and radioactive emissions impact the hydrology of the lake over the course of the license?
