Docket Number NRC-2020-0277, Scoping Process and Environmental Impact Statement Related to Application by NextEra Energy Point Beach, LLC for Relicensing of Point Beach Nuclear Plant Units 1 and 2 United States Nuclear Regulatory Commission To Whom It May Concern The City of Two Rivers supports the application by NextEra Energy Point Beach, LLC for relicensing of Point Beach Nuclear Plan Units 1 and 2.

We would ask that the Commission consider the following factors in its Environmental Impact Statement:

1. The significance of Point Beach Nuclear as major non-carbon-emitting source of base load electric power for the State of Wisconsin, currently accounting for about 16 percent of Wisconsin's net electrical power generation.

The twin reactors power nearly a million Wisconsin homes and businesses.

2. The reliability of Point Beach Nuclear as a source of base load power; not subject to weather conditions, like solar and wind; not dependent on an interruptible/disruptable fuel source, like natural gas-fueled power plants.

Each of the two reactors at Point Beach operates with fuel that's already on-site, for up to 18 months between refuelings. That means the plant supplies reliable, base load power, operating day and night regardless of weather conditions, with immunity from fuel supply disruptions-like a coal plant, but without the emissions.

3. The importance of nuclear generation in a future electrical energy portfolio that is "zero carbon."

If our State and nation are serious about meeting all electrical energy needs from non-carbon-emitting sources by 2050 AND want to assure citizens and businesses that their electrical needs will be reliably met, nuclear needs to be part of that mix. Even notable green energy advocates like Bill Gates have recently stated that nuclear power is key to a "zero carbon" policy.

Wind accounted for about 3 percent of Wisconsin's power generation in 2019, according to U.S.

Energy Information Administration sources, and we know that solar is coming on strong, as evidenced by the recent construction of the Two Creeks and Point Beach Solar projects just north of Two Rivers, near the Point Beach Nuclear Plant.

But nuclear is clearly very important to both the U.S. and Wisconsin maintaining and growing the share of their electricity generated from non-carbon-emitting sources.

4. The importance of Point Beach Nuclear to our local and regional economies. The plant provides about 600 well-paying, permanent job, and hundreds of contractors working at the plant each year contribute significantly to our local economy.

Should the plant cease operations, it would be a brutal blow to the area real estate market and economy. The plant contributes over $800 million annually to the Wisconsin economy.

The twin reactors at Point Beach have been a reliable power source for the state of Wisconsin for 50 years.

The City of Two Rivers, located just down the road from the plant, is comfortable with the technology, the regulatory oversight and the dedicated professional staff that operate this facility. We are fully aware of the substantial, continued reinvestment in this facility by Next Era, and are proud of the clean energy produced by our friends and neighbors at the Point Beach Plant. This plant needs to be part of Wisconsin's energy future.

The City of Two Rivers fully support the relicensing application by NextEra Point Beach, LLC.
