Any releases of radiation must be guaranteed.
Will water containing waste heat be safe for the life in the lakes? Remember there is already algae blooms there now Can you assure the public that the outer vessel is safe? It is already very old.
Earthquakes and tornadoes happen in this region. Remember Fukushima and they are very good engineers.
Eventually the spent fuel will have to be dealt with why add more.
