I request an extension of filing time for general participants due to the inability of people to get together and properly discuss environmental concerns specifically due to ongoing COVID lockdowns inside of the State of Wisconsin.

There is inadequate time to properly prepare comments for such a major decision that profoundly could impact the future viability of energy affordability and sustainability in Wisconsin.

NRC was asked during the public hearing if the NRC had contacted all the potentially impacted parties in the States of Wisconsin, Michigan, Indiana, and Illinois where millions of people obtain their drinking water from Lake Michigan. NRC did not respond to that question at the public hearing, except to indicate that it was unable to respond.

Meanwhile I assume NRC did not do due diligence to make all of these stakeholders aware that NRC was holding a public hearing on a scoping for the Environmental Impact Statement, or NRC should have been able to verify and provide such important information to concerned members of the public who were present at the public hearing in February 2021. I find indication that NRC was unable to respond insufficient. There was no effort at explaining this odd and inappropriate attitude where it appears that the taxpayers who pay the NRCs wages may be not being appropriately respected in terms of being notified that they are stakeholders with interests that might become jeopardized from their failure to be timely informed, despite the fact that we live in a world where the NRC could obtain the emails of all these jurisdictions and write one email to the bulk of them and another email to impacted Indian tribes or others living within 50 miles of Point Beach.

Oddly, we were not given assurances that due diligence would be performed and all villages, towns, cities, counties, and other political units that obtain their drinking water from Lake Michigan would be contacted timely or that another public hearing would be conducted for them or that the comment filing date would be appropriately extended.

I found this lack of available meaningful information when asked during the public hearing to be disrespectful of the public hearing process itself. No reasons were given.

If the proper staff wasnt present, the public should have been provided that information.

I do not understand why there did not appear to be a staffer who was assigned to deal with follow-up information to best answer the questions posed by the public.

There were no assurances that the questions would be answered or when they might be answered or where those answers might appear.

I am also concerned if NRC might not have contacted important stakeholders who otherwise may remain uninformed, specifically the Oneida Indian Reservation which surrounds the west side of the City of Green Bay, Menomonie Indian Reservation, Stockbridge Munsee Indian Reservation, Mole Lake Indian Reservation, and Great Lakes Indian protection groups and other indigenous interests and stakeholders, particularly given the lack of communication and awareness that has been the result of the continuing Wisconsin lockdowns for COVID-19 and the massive curtailment of interaction among peoples that otherwise might possibly bring more information. There is also a large Native American community residing within Milwaukee. These tribes hold rights that have too long been disrespected and ignored, and their rights must be honored and respected by the NRC, which must treat these tribes as individual nations in terms of notifications and other respects in order to not be taking bully actions that disrespect the environmental, cultural, racial, economical, and all other rights of indigenous persons and tribes that may be adversely impacted by an extension of this extremely aged and unsafe nuclear power at Point Beach.
