On March 30, 1989, a meeting was held with Messrs. Jeffrcy Hausner, Edward Fratto and Jerry Meister of MCDA. Mr. Steven Borth of FEMA also attended the meeting. The following areas were discusse .1 Emergency Plan and Implementing Procedures The Commonwealth emergency plan was submitted to FEMA for a technical review on January 26, 1989. FEMA is scheduled to complete this review on April 30, 1989. MCDA has developed specific Implementing Procedures (IPs) for Pilgrim Stotion to complement their E0C Staffing roster which designates key departments and personnel and delineates major responsibilitie These IPs are all drafted and in various stages of internal revie Regarding special needs, a proposal to conduct a special needs survey in the EPZ towns has been accepted and work is scheduled to begin on April 24,198 _-

Lesson plans are in development in conjunction with the MCDA IP development. Approval of lesson plans for the towns is continuing, with no significant backlog noted and no delays in training reported due to lesson plan backlo .3 E0C, Staffing and Equipment The E0C is fully operational. All E0C positions are defined and fully staffed. There are no outstanding equipment needs, although the Emergency Planning Zone (EPZ) and Ingestion Planning Zone (IPZ)

maps need to be update .4 Reception Centers Wellesley has been designated as the northern reception cente The Commonwealth and BEco are working to establish a policy agreement for both short term and long term improvements and enhancements. All major equipment is in place at Wellesley including monitoring equipment and supplies, registration supplies, and decontamination supplies and equipment (shower facilities with waste water bladders). The Commonwealth has expressed concern that they do not have a manifest in place which details the eouipment and supplies provided by BEC The Commonwealth and Bt o are continuing to develop plans and procedures for Wellesley, identify congregate care facilities and identify and train staf .5 Transportation Provider Training and Letters of Agreemen of 6000 hours0.0694 days <br />1.667 hours <br />0.00992 weeks <br />0.00228 months <br /> of training has been complete Scheduling of training is continuing. 3.1 Emergency Plan and Implementing Procedures MCDA Area II staff are reviewing the FEMA comments and are addressing these comments in a resubmittal being prepared for FEM There are no major problems. identified. Implementing Procedures (IP's) were forwarded to FEMA for technical review on February 10, 198 FEMA has indicated that they will hold the IP review until the emergency plan is resubmitte .2 Training Little training has been done to date, and that training performed

.has been for specific communications systems. Additional sessions are scheduled. This status is unchanged from January 31, 198 .3 E0C and Equipment The E0C is fully operational, however there are several identified needs such as maps, status boards and additional communications equipment. Mr. Rodger has been authorized to negotiate directly with BECo on these needs, as well as to upgrade additional space next to the E0C operations room. This additional space will be used as alternate E0C's for the local communities and to provide better space utilization for Area II operation BECo has agreed to these improvements with specifics and a schedule to be determined at a later date. This status is unchanged from January 31, 198 .4 Staffing There are sufficient personnel assigned to staff all operations and administrative positions for two shifts. These personnel are drawn from a pool available to MCD Mr. Rodger is currently working with the Director, MCDA to have individuals from the pool assigned and trained to specific positions. Mr. Rodger stated that the total staffing needs as represented in the emergency preparedness summary, while reasonably accurate, may not be exact. This status is unchanged from January 31, 198 .5 Special Facilities Two special facilities located in Plymouth County fall under the  !

responsibility of Area I These are the Forestry Camp and the Plymouth House of Corrections. Both are detention facilities. The Forestry Camp is a Commonwealth facility and the IP has been developed, a host facility identified and transportation j arrangements in place. The Plymouth House of Corrections is a Plymouth County facility. Area II has been working with Plymouth County on development of the IP, has identified Bridgewater State Prison as a host facility pending final agreement, and ,

, .0 Meetina with Plymouth Civil Defense Director On March 28, 1989, a meeting was held with Mr. Douglas Hadfield, Plymouth Civil Defense Director and Mr. Donald Remark of MCDA. Also present were Ms. Alba Thompson, Chairman, Board of Selectmen, Mr. George Cameron, Selectman and Mr. Steven Borth of FEMA. The following areas were discussed

4.1 Emergency Plan and Implementing Procedures The-draft emergency plan has received a FEMA technical review. 51 of 92 IPs have received Selectmen review and approval in concep shelter manager IPs are scheduled for Selectmen review after the April town meetings. The Police Department, Special Needs Officer and Emergency Worker Monitoring.and Decontamination Statior. IPs have been reviewed by the committee, but not yet forwarded to the Selectmen. Jordan Hospital will develop their own IP covering all aspects of evacuation for any emergency. The School IP has been approved by the Superintendent, but not yet approved by the two school committees. The Saguish/Gurnet IP has not been approved by the Saquish Association. This status is unchanged from January 31, 198 .0 Meeting with Marshfield Town Manager On March 28, 1989, a meeting was held with Mr. Richard Agnew, M&rshfield f Town Manager and Mr. Donald Remark of MCDA. Staffing for second shift and support positions continues to be a problem. Mr. Agnew indicated that the town is actively working to fill these vacancies. The Selectmen have also indicated their willingness to assist in identifying staff for these position The town has hired an assistant planner that will be available full 1 time to address remaining planning areas. Additionally, the town is scheduled tc approve a contract for a consultant to assist in the evaluation and completion of the remaining planning area .0 Meeting with Kingston Civil Defense Director On March 28, 1989, a meeting was held with Mr. Dennis Tavares of Duxbury and Mr. Donald Remark of MCDA. Kingston has received the FEMA comments. They are presently reviewing these comments and incorporating them as appropriate. There were no major problems noted in the FEMA

. revie Regarding school children, the. schools continue to disagree with the town and Commonwealth position of early evacuation versus early dismissal. Kingston and the Commonwealth are primarily concerned with the unattended children that would result from early dismissal. Mr. Steven Borth of FEMA also attended the meeting. The following areas were discussed: Emergency Plan and Implementing Procedures The draft emergency plan has received FEMA technical review. 38 of 43 IPs are to the committee fo~ "eview. The remaining five are drafted, and are scheduled to De forwarded to the committee April 13, 1989. All IPs are scheduled to be forwarded to the Selectmen by May 1, 1989. The Selectmen will review all the IPs in a special workshop on May 13, 1989. This network is the primary method to coordinate the movement of ambulances between hospital Bridgewater expressed concerns regarding traffic control outside of the EP Specifically, they want to know Access and Traffic Control points and manning requirements to ascertain exact manpower requirements. Additionally, concern was expressed regarding the possible use of the Bridgewater State Prison and any impact that may have upon Bridgewater. They empowered the Chairman to enter a letter of agreement for this use. The agreement is being reviewed by legal counsel prior to executio .0 Meetina with Taunton. Civil Defense Directol On March 30, 1989, a meeting was held with Mr. Robert Spearin of Taunton and Mr. Alfred Slaney of MCDA. Mr. Steven Borth of FEMA also attended the meeting.
