The Pilgrim Nuclear Power Station partial participation exercise was conducted on June'

21,1990, from 7:30 a.m. until 2:00 Personnel from the Commonwealth of Massachusetts participated at the Emergency Operations Facility. FEMA did not observe any activitie .1 Pre exercise Activities The exercise objectives submitted to the NRC Region 1 on March 15,1990 were teviewed and determined to adequately test the licensee's Emergency Plan. On April 18,1990, the licensee submitted the complete scenario package for NRC l review and evaluation. Region I representatives had telephone conversations with the licensee's emergency preparedness staff to discuss the scope and content of

.i the scenario. As a result, minor revisions were made to the scenario and supporting data presided by'the licensec it was detemtiord that the scenario would provide for adequate testing cf major portions of the licensee's Emergency Plan and implement 3ng Pnedyres and also provide the opportunity for licensee personnel l to demonstrate thtue areas pinio!My identified by the NRC as in need of corrective l action. 3 Classification of Exercise Findings i

' Emergency Preparedness exercise findings are classified as follows:

Exercise Strengths ,

Exercise strengths are areas of the licensee's response that provide strong positive indication of the ability to cope with abnormal plant conditions and implement the emergency plan and procedures, i

Exercise Weaknesses Exercise weaknesses are areas of the licensee's response in which the performance was such that it could have precluded effective implementation of tne emergency plan in

the event of an actual emergency in the area being observed. Existence of an exercise i l

weakness does not of itself indicate that the overall response was inadequate to protect ;

Operations Support Center (OSC)

Several c.:ercise strengths were ideatifie * Habitability was quickly established and maintained throughout the exercis * The OSC manager gave very good briefings and debriefings of the repair team No exercise weaknesses were identifie One area for improvement was identifie * Late in the exercise there was a long delay in dispatching the RBCCW Head Tank Team and the subsequent "B" Recirculation loop Suction Valve Team. More timely dispatch of the first team would have resulted in the isolation of the leak and would have precluded the need for the second team. Timely dispatch of -

either team would have resulted in a quicker termination of the releas Emergency Operations Facility (EOF)

5 Licensee Critique and Exit Meeting The licensee conducted a good self critique of the exercise. Following the licensee's self critique, the NRC team met with the licensee representatives listed in Section 1 of this report to present exercise observations as detailed in this repor The licensee was informed that no violations or exercise weaknesses were observe Although there were areas for improvement identified, the NRC team determined that within the scope and limitations of the scenario, the licensee's performance demonstrated that they could implement their Emergency Plan and Emergency Plan Implementing Procedures in a manner that would provide adequate protective measures for the health and safety of the publi Licensee management acknowledged the findings and indicated that they would evaluate, and take appropriate action regarding the items identified for corrective actio :
