The training was also observed by Ms. Julia Gabaldon, MCDA Area II. The actual training was conducted by BEco consultants utilizing material approved by MCDA. The training consisted of approximately two hours of classroom instruction in implementing procedures. There were 11 fire fighters present. The instructor was well prepared and professional. Material was presented in a clear manner. The questions asked were answered promptly and clearly, and indicated a good grasp of the subject being addressed. The instructor effectively demonstrated how the normal activities performed by the Marshfield Fire Department fit into their emergency responsihi'ities. 3.1 E0C The E0C is fully operational, however there are several identified

needs such as maps, status boards and additional communications equipment. Mr. Rodger has been authorized to negotiate directly

with BEco on these needs, as well as to upgrade additional space next to the E0C operations room. This additional space will serve as the location for alternate E0C's for the local communities and provide better space utilization for Area II operation BEco has

determined at a later dat .2 Training No problems reporte Little training has been done to date, and the training that has been performed has been for specific communications systems. Additional sessions are schedule .3 Staffing There are sufficient personnel assigned to staff all operations and administrative positions for two shifts. These personnel are drawn from a pool available to MCDA. Mr. Rodger is currently working with the Director, MCDA to have individuals from the pool assigned and trained to specific positions. Mr. Rodger stated that the total staffing needs as represented in the emergency preparedness summary, while reasonably accurate, may not be exact. This will be addressed in future discussion .4 Emergency Plan and Implementing Procedures The MCDA Area II draft Emergency Plan has been submitted to FEMA for technical review. FEMA has completed their technical review and forwarded comments to MCDA on January 31, 1989. Implementing Procedures (IP's) have been drafted and have been scheduled for forwarding to FEMA for technical review on February 10, 1989. M Rodger indicated that the Emergency Plan and IP's are not yet complete, primarily in areas regarding specific resources. M Rodger is continuing to review the Emergency Plan and IP's and target areas where further improvement or clarification is necessar ,5 Equipment As stated in section 3.1, there are specific needs identified for maps, status boards and additional communications equipment. 4.0 Meetina with Plymouth Civil Defense Director On February 1,1989, a meeting was held with Mr. Douglas Hadfield, Plymouth Civil Defense Director and Mr. Alfred Slaney of MCDA Area I Also present was Mr. Al Cavanaugh representing the Saquish Association Planning Committee. The inspector informed Mr. Hadfield that in accordance with the request of Ms. Alba Thompson, Chairman, Plymouth Board of Selectmen, the NRC would directly contact Mr. Hadfield regarding the status of emergency preparedness for Plymouth. The following areas were discussed:

4.1 E0C BECo has agreed to provide map improvements, and these maps are being printed. The E0C currently has EPZ raaps. There are no other outstanding needs, and Mr. Hadfield stated that the E0C is considered fully operationa .2 Training No major comments. The response from town administrators for scheduling training has been good. The response to training from the trainees has generally been good, with few negative comment .3 E0C Staffing Major positions are filled. There have been some problems recruiting volunteers, mainly for support position .4 Emergency Plan and Implementing Procedures (IP)

To date, 87 of 91 IPs have received approval from the Board of Selectmen. Progress is being made on the Jordan Hospital IP. M ,

Hadfield expects the Hospital to submit a draft of their own for l consideration. The Emergency Worker Monitoring and Decontamination

Station (EWMDS) and Special Needs Officer IP's are complete, have l been approved at the Department Head level and are scheduled to be presented to the planning committee on February 9, 1989. The Saquish Association IP is awaiting approval from the Saquish Associatio .5 Equipment No major problem EWMDS, traffic control and dosimetry equipment

4.6 Reception Centers and Transportation The town of Plymouth objects to the Public Information Brochure being distributed until the Wellesley issue is resolved. M Hadfield expressed strong concern over the transportation resources that would be available to Plymouth. Mr. Slaney stated that they would work with the towns to share this information with the .7 Saquish/Gurnet Point Mr. Al Cavanaugh, Saquish Association Planning Committee, was present at the meeting to discuss issues relating to Saquish. M Cavanaugh stated that the Saquish Association Planning Committee was the official spokesperson for all issues relating to Saquis Mr. Cavanaugh agreed that population estimates (2,000 - 4,000 for most summer weekends, perhaps up to 5,000 for holiday weekends) as presented by the NRC were reasonably accurate. He did point out that there could be more cars present as residents and guests typically bring individual vehicles to the area. The only planning issue remaining to be resolved is egress during the lunar high tides that occur twice each month. The planning committee is working closely with Plymouth and BECo, as well as the Commonwealth, to resolve this issue. A meeting is planned on February 6,1989 at 11:00 a.m. to observe the lunar high tide. The 4 planning committee, town of Plymouth, Commonwealth and BECo, as well as other interested parties will be in attendance. M Cavanaugh reported that there are no problems with notification methods, backup alerting methods and evacuation (except as noted above). The IP is scheduled to be distributed to the Saquish Association for comments and presented to the Saquish Board during the March 15, 1989 meetin .0 Meetina with Duxbury Civil Defense Director On February 1,1989, a meeting was held with Mr. Carl O'Neill and M Patricia Dowd of Duxbury, and Mr. Alfred Slaney of MCDA Area II. The inspector informed Ms. Dowd that the NRC would contact Mr. O'Neill directly to obtain information regarding the status of emergency preparedness in Duxbury. The following areas were discussed:

Mr. O'Neill and Ms. Dowd expressed concern over the coverage of the l sirens in Duxbury. They indicated to the BECo representative i

present at the meeting that they wished to know if BEco planned to l perform a survey to update siren coverage data. Additionally, M O'Neill stated that the public address mode of the sirens was of poor quality and should not be use .0 Meeting with Marshfield Town Manager On February 1, 1989, the inspector attended a meeting with Mr. Richard Agnew, Marshfield Town Manager and Mr. Alfred Slaney of MCDA Area I The inspector informed Mr. Agnew that the NRC would contact either himself or the Civil Defense Director directly to obtain information

regarding the status of emergency preparedness in Duxbury. The following areas were discussed:

6.1 E0C The E0C is considered fully operational. The only equipment currently not in place is being held by BECo at the request of the Town Manager. This equipment will be delivered when requeste .2 Training Training is progressing slowly. The major problems are a delay in the approval of lesson plans by the Civil Defense Director and the unavailability of the Civil Defense Director to coordinate with other Department Heads to schedule training for those lesson plans which have been approved. Mr. Agnew indicated that Marshfield has interviewed applicants for the full tim Emergency Planner position )

6.3 Staffing Staffing for second shift and support positions continues to be a problem. The town planner will also be tasked with identifying and filling remaining emergency response position .4 Emergency Plan and Implementing Procedures The Plan and IP's have been submitted to FEMA for technical revie FEMA completed the technical review 1/31/89. Regarding school children, Mr. Agnew stated the the current position of the town is to evacuate all the schools in the town, not just those within the EPZ at a Site Area Emergency. They also have an option to consider the evacuation of school children at an Alert. Regarding Reception Centers for Marshfield, the current emergency plan calls for Marshfield to use Bridgewater. The Commonwealth intends for Marshfield to utilize Wellesley, which the towns opposes primarily due to distanc .5 Equipment The C-vans and traffic control equipment is in place. Emergency worker decontamination and control equipment is in place at the Marshfield Fire Department. The dosimetry kits are in place at the E0C. There are no unidentified equipment needs in Marshfiel .0 Tour of the Reception Center Facilities at Wellesley, Taunton and Bridgewate On February 2, 1989, the inspector toured the three designated Reception l Centers at Wellesley, Taunton and Bridgewater. The FEMA Region I Regional Assistance Committee Chairman, Commonwealth officials, local officials and press were also present. Mr. Peter Agnes, Assistant Secretary of Public Safety stated that the Commonwealth feels that the l three reception centers do not meet minimum standards for reception center operations. However, Mr. Agnes indicated that the Commonwealth has reached agreement with BECo on what actions are necessary to achieve operations, on a short-term basis, as soon as possible. Mr. Agnes indicated that the Commonwealth won't be satisfied until the Reception Centers meet the Commonwealth standards. In response to questions, M Agnes indicated that Wellesley has been designated as a Reception Center. Additionally, Mr. Agnes indicated that while the Reception Centers at Taunton and Bridgewater had the capacity to accomodate 20% of the EPZ population, the Commonwealth felt it was prudent to proceed with development of Wellesley to maximize existing evacuation routes as well as to allow for a greater capacit .- __ _-

7.1 Wellesley The Wellesley facility is the Commonwealth Public Works Garage-located in Wellesley, Massachusetts. The facility is approximately 1/4 miles from the interstate and is easily accessible by vehicl There is ample room for traffic control, parking and segregation of potentially contaminated vehicles. The facility itself is a fully self-contained building with over 150,000 square feet under one roof. The building has ample gasoline and fuel supplies, heat and power, open areas to accomodate monitoring and registration, communications equipment, numerous offices as well as a cafeteria, and separate facilities for toilet and decontamination. The shower areas while physically large, would have to be modified to add additional showers. Since this tour, BEco has located portal monitors, monitoring and decontamination supplies and registration supplies at Wellesley. Traffic control equipment is available, but in limited quanities. BECo and the Commonwealth are also going to locate decontamination trailers within the facility until shower modifications are complet .2 Taunton The Taunton facility is located in the Cain Building, on the grounds of the Taunton State Hospital in Taunton, Massachusett There is ample parking available on the hospital grounds for evacuees. Access to the Cain building is provided to maximize space for queuing under cover. There are arrangements to accomodate handicapped individuals separately. During the tour the Cain Building was set up as an operational Reception Center. The halls were lined with protective linings, portal monitors were set up and operational, a decontamination trailer was in place, and registration was set up. All support equipment is located and stored in the Cain Buildin .3 Bridgewater The Bridgewater facility is located in the Kelly Gymnasium on the J grounds of the Bridgewater State College in Bridgewater, ,

Massachusetts. There is ample parking available from a designated parking lot for 2000 cars. The Kelly Gymnasium is quite large and would maximize queuing under cover. The facility has two separate facilities for showering and decontamination, with approximately 20 showers available in each area. Separate entrances lead all evacuees from the monitoring and/or the decontamination areas to the registration area. All necessary equipment, as well as the portal monitors are located within the town. The facility would ,
