This procedure provides information and guidance concerning the use of f

' communications systems available to the CPSES Emergency Organization.

Also provided is guidance for using and maintaining the Emergency ,

Facility, Telephone Directory. I 2.0 Applicability This procedure applies to the CPSES Emergency Organization.

3.0 Definitions 3.1 Commercial Telephone - Two. commercial telephone systems are used by CPSES: Continental Telephone Company which provides the major portion of of fsite communication services and Southwestern Bell Company which.provides local service to the Dallas area.

3.2 Private Branch Exchange (PBX) System - An independent,' utility owned telephone system that is utilized in administrative-areas of the station. This system provides special feature equipment for use onsite and is linked to the commercial systems for

<~s offsi'te communications.

(\~') 3.3' Fail Transfer - A feature of the PBX that ensures offsite communications are not lost if the PBX fails, by assigning-a commercial line to specific instruments in the emergency facilities, i 3.4 Emergency Notification System (ENS) - A direct dedicated communications. link between CPSES and the NRC Incident Response Center (IRC) in Bethesda, MD.; used to inform the NRC of an emergency.

3.5 Ring-Down Line - A direct, dedicated communications link between CPSES, the Department of Public Safety and the local Emergency Operations Centers in Glen Rose and Granbury; used to inform State and local officials of an emergency.

3.6 Two-Way Radio Communications System - A transmitter-receiver system used by emergency response personnel to communicate with each other and various emergency response facilities. To improve reception in plant buildings, monitor receivers or coaxial slotted cables, or both, are installed where required. When possible, channel one should be used for all effsite operations and channel three used for onsite/inplant operations.

3.7 Intra-Plant Sound Powered Telephone System - This system is

. independent of all other communications systems and external

power sources.- It serves the control room and other areas within the station not.normally covered by the PBX and provides a backup to the Plant Page Party System.

3.8 Plant Page Party System - A communications system that provides.

five-(5) party lines and a paging line. This system serves the 1

- station and permanent onsite station structures.

1 3.9f NRC Health Physics Network (HPN) - Dedicated phone. lines used by the NRC and Radiation Protection personnel to confer on radiological emergency problems.

3.10 Direct Telephone Line to the System Dispatcher - A direct', leased

telephone.line and speaker circuit linking the system dispatcher in the System Operations Center to CPSES operators in the control Room., T1.is direct line is independent of the PBX system, making it available during emergency conditions.

3.11 Emergency Evacuation Alarm System - The emergency evacuation alarm is generated by a solid, state multifrequency audio oscillator capable of producing five distinctive tones which can' be heard.over all plant paging zones via the Plant Page Party System. The evacuation alarm is a pulse tone at a frequency of O 475 (1 25) hertz at a rate of 4.5 (1 0.5) cycles /sec. This tone meets the specifications described in ANSI /ANS 2.3-1979 and

Regulatory Guide 8.5.

3.12 Intraplant Portable Radio Transmitter-Receiver System For the CPSES Security Organization's use only, two communication channels of unique wavelength are provided to enable two-way radio ~ communication between security posts and the various plant buildings. Portable transmitter-receivers. operating on either one or both channels are provided for use by Security personnel for communication between various areaslof the plant.

To improve reception in plant buildings, monitor receivers or coaxial slotted cables, or both, are installed where required.

The radio transmitter carrier frequencies are chosen to preclude interference with radio-controlled cranes and carrier frequencies used by the switchyard remote supervisory carrier current equipment.

'4.1.4 Communication interfaces between. facilities and offsite organizations are illustrated in Attachment ~ 1. j 4.1.5 Communication between the EOF and the site is normally routed through the TSC.

4.1.6 Bracketed information is considered personal data and is  ;

not to be released pursuant to 10 CFR Part 2.790(a)(6).

4.2 Initial Actions l 4.2.1 Once activation of emergency facilities has'taken place, I O the CPSES Emergency Facility Directory. may be used for' reference to communicate between individuals and facilities.

4.2.1.1 Current copies of the CPSES Emergency Facility Directory are maintained in each emergency facility.

4.2.1.2 These directories will be updated as the need arises. However, all phone numbers will be verified accurate within 12 months of the most recent revision date and a new directory will be issued.

4.2.2 The facility communicators normally handle communications between facilities and with offsite organizations; clerks may assist the communicators as required.

NOTE: Facility managers (Shift Supervisor, OSC Manager, TSC Manager and EOF Manager) are .

responsible for overall communications within  !

their respective facility; however, actual communications may be assigned to other personnel.

It also provides for maintaining the Emergency Organization Notification Instructions and Roster, the Emergency Organization Access Roster, as well as instructions for periodic updating Federal State and local authorities.

2.0 Applicability This procedure applies to personnel responsible for notifying the CPSES Emergency Organization, Corporate personnel, and State and Federal officials. It also applies to those who maintain the Emergency Organir,ation Notification Instructions and Roster and Emergency Organization Access Roster.

This procedure becomes effective when issued.

3.0 Definitions None 4.0 Instructions 4.1 Local and State officials shall be notified promptly when events occur which make declaration of an emergency class appropriate;

'then escalating or deescalating to a higher or lower Emergency Action Level; or when they need to be informed of current status information. This is intended to indicate within about 15 minutes or sooner, where possible, on the initial notification and as soon as possible when the Emergency Classification changes. Informational updates should be provided at least every sixty (60) minutes. The NRC must be notified immediately upon completion of the notification to local and State authorities but not later than one (1) hour after the emergency was declared. On a change in the Emergency Classification, the NRC must be notified immediately.

PRECAUTION: Calls made to the NRC regarding an emergency may only be terminated by the NRC.

4.2 The initial and follow-up messages to State and local officials shall be announced by voice communications using the "ringdown line," then transmitted by telecopier. Voice communications may be utilized when the teJecopier is not operating. Instructions for completing and transmitting messages are located in the e Emergency Notification Instructions and Roster.

4.15 Suosequent Actions 4.15.1 Offsite communication with the NRC, local and State agencies and Corporate offices is the responsibility of the Emergency Coordinator, through his designated representative. When the Emergency Coordinator duties are transferred, the communication responsibilities with regard to offsite communications are normally transferred.

As a minimum, the following steps should be taken by the designated representative in order to conduct the transfer:

4.15.1.1 Conduct a briefing with the new Communicators.

4.15.1.2 Ensure the old and new Emergency Coordinator is aware of the transfer of offsite communication responsibilities.

1.0 Purpose The purpose of this procedure is to prescribe guidelines for the use I of the thyroid blocking agent, potassium iodide (KI), and to specify the records and inspections necessary for using and maintaining KI.

2.0 Applicability This procedure is applicable to TU Electric personnel, contractors and other personnel located on TU Electric property who have been or may be exposed to radiciodines that could result in a total dose to the thyroid greater than 10 Rem.

This procedure also applies to the Texas Department of Health, Bureau of Radiation Control and state and local emergency response personnel.

3.0 Definitions 3.1 Thyroid Blocking - The introduction of stable iodine into the body, which results in the thyroid becoming saturated with the stable iodine, thus preventing the thyroid from absorbing radioiodine.

G 3.2 Hypothyroidism - Deficient functional activity of the thyroid gland.

3.3 H_ hyperthyroidism - Excessive functional activity of the thyroid gland.

3.4 Goiter - An enlargement of the thyroid gland, resulting in a swelling of the front of the neck.

4.0 Instructions 4.1 Precautions 4.1.1 Potassium iodide (KI) shall be offered to TU Electric personnel, contractors or other personnel located on TU Electric property only when instructed by the Emergency Coordinator.

4.1.1.1 The Emergency Coordinator should have the concurrence of the Radiation Protection Coordinator or his alternate prior to giving this instruction.

NOTE: The use of a thyroid blocking agent is only a recommendation. Each affected individual must decide whether to consume the drug.

4.1.2 A thyroid blocking agent should not be used in lieu of

[ other methods of protection'such as respiratory protection or limiting time spent in the plume. If a significant radiciodine concentration exists, thyroid blocking agents may be used in conjunction with other protective measures.

4.1.3 For maximum effect, KI should be administered at least 30 minutes to 60 minutes prior to the anticipated exposure.

!!0j]i: Uptake of radioiodines by the thyroid is reduced by.

50% when KI is taken within 3-4 hours after exposure; however, little benefit is gained when taken 10-12 hours after exposure.

4.1,4 - The recommended adult dosage shall be one (1) 130-mg KI tablet per day for a period of up to seven (7) days. If individuals elect to take KI, they should be instructed to take one tablet per day for seven consecutive days.

NOTE: In rare instances KI may cause side effects such as Hypothyroidism with Goiter, Hyperthyroidism, or Iodide Goiter. Individuals offered KI should be aware of these potential side effects as well as the ramifications of not using the KI.

4.1.5 KI-is stored in the Emergency Kits and Emergency Lockers, and replaced prior to its expiration date. KI stores are inventoried monthly in accordance with EPP-107, "Maint911101 i d (T e i '+ -f En'rcercy Equipment and Supplies." Additional supplies of KI are available from the warehouse.

4.1.6 A supply of 250 doses of KI is available to State and local emergency response personnel assigned to perform emergency activities within the CPSES 10-mile emergency planning zone. This supply is located in the emergency response storage room at the NOSF. KI shall not be dispensed to these emergency response personnel without the authorization of the Commissioner of Health. Texas l Department of Health, or his designee.

4.2 Immediate Actions 4.2.1 The Emergency Coordinator should recommend the use of the thyroid blocking agent, potassium iodide (KI), to TU Electric personnel, contractors or other petsennel located on TU Electric property if the total thyroid dose has exceeded or is anticipated to exceed 10 Rem.

NOTE: Projected thyroid doses may be obtained using one of two methods. The preferred method is to obtain actual radiciodine concentrations. These concentrations along with the approximate time of exposure can give a projected thyroid dose using the graph in EPP-304, " Protective Action Guides."

The second method is to use plant radiciodine release rate data and project offsite thyroid doses using one of the offsite dose projection systems available to Dose Assessment personnel.

4.2.2 Radiation Protection (RP) personnel are responsible for distributing KI. RP personnel shall ensure the information listed on Form EPP-306-2, " Record of Potassium Iodide Distribution", (refer to Attachment 1), is completed for each individual accepting KI. The form shall be forwarded to the emergency facility radiation protection manager responsible for the RP personnel. In an actual emergency, the EPP-306-2 Forms shall be filed in accordance with STA-302, " Control of Station Records".

4.3 Subsequent Actions

[ 4.3.1 Personnel accepting KI should continue to take the drug k- / until their supply is depleted (7 days).

4.3.2 Personnel exposed to a high concentration of radiciodine shall receive a body count as soon as practical and should receive subsequent body counts at the discretion of the Radiation Protection Manager.

4.3.2.1 The results of subsequent body counts shall be processed in accordance with HPI-500, " Bioassay Program."

4.3.3 Personnel who have exceeded a total thyroid dose of 5 Rem should be excluded from further exposure for ALARA consid-erations.

1.0 Purpose This procedure specifies actions and-reports neccssary to ensure and document the operability of the Alert and Notification. System.. It ,

does not govern tests and other activities conducted by maintenance or other groups; h6 wever, reports regarding this system may incorporate ]'

data collected by these groups. ]

2.0 Applicability I

This procedure is applicable to personnel who assist in completing the' operability tests and reports.

3.0 De_finitions 3.1 Alert and Notification System - a svster. of sirens and activation consoles used to. alert the populace within 10 miles of CPSES to an emergency. This system is also known as the Outdoor Warning System (0WS) as well as the Siren System. The notification

. portion of the system is the responsibility of the local governments through the Emergency Broadcast System and is not addressed in this procedure.

I 3.2 Operability Test - monthly observation of the consoles and a portion (at least 10 sirens) of the system. The remainder of the sirens are checked by reviewing the installed counters and growl testing each siren not observed, except during the months the electrical wSintenance section performs an inspection. (See paragraph 3.3.)

NOTE: Each siren is equipped with a non-adjustable, non-reversible counter which advances each time the siren is activated.

3.3 Quarterly / Annual Inspections - preventative maintenance performed by the Electrical Maintenance Section in accordance with procedures EMI-328, " Emergency Alerting System Quarterly Inspection" und EMI-329, " Emergency Alerting System Annual Inspection". Results from these inspections are used to complete the appropriate monthly operability test.

4.0 Instructions 4.1 Precautions _

4.1.1 Hearing protection should be worn when working close to (within 200 ft.) a siren.

4.3 Subsequent' Actions 4.3.1 During the monthly operability test, the Test Coordinator shall immediately notify the Cointrol koom Shif t Supervisor if one quadrant or more of the system should fail to operate. The Shift Supervisor shall inform NRC in accordance with 10 CFR 50.72b(1)(v), STA-501 and STA-503.

If a WR is submitted, the following actions should'be taken and noted by the Test Coordinator on the Form EPP-118-1.

4.3.3.1.1 Inform the Sheriff of the county in which the deficiency exists, the number (s) of the siren (s)'having the deficiency and when the deficiency has been corrected.

4.3.3.1.2 The Test Coordinator should include on the WR a request for Electrical Maintenance to notify the Emergency Planning Manager (cr Test Coordinator) regarding the status of the work by a-specified date (e.g. 14 days, 60 days,-

1 month, etc.).

4.3.3.1.3 The Electrical Maintenance Manager shall ensure Emergency Planning is informed upon completion of the work.

4.3.3.1.4 Retain a copy of the WR for reference D

.' purposes. When the work has been completed, the copy may be destroyed.
