ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325, 50-324 Brunswick. ' License Nos. DPR-71, DPR-62 During the Nuclear Regulatory- Commission (NRC) inspectiori conducted on July 13-17, and July 23, 1987, a violation of NRC requirements was identified.

The violation involved a failure to maintain in effect the. Emergency Plan. In accordance with the " General Statement of Policy and . Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50.54(q) states that 'a licensee authorized to operate a nuclear power reactor shall follow and maintain in effect emergency plans which meet the standards of 50,47(b) and the requirements of 10 CFR 50, Appendix E.

The Brunswick Plant Emergency Plan, Revision.22, Section 4.4.2.1 states l that the onsite public address system and appropriate alarms will be used i to warn / alert and notify onsite personnel of an emergency and necessary protective actions as described in the Plant Emergency Procedures.

Contrary to the above, the Brunswick Plant . Emergency Plan was not adequately maintained in effect in that the onsite public address unit in the Feedwater Pump Room 1A area was found inaudible and inoperable during a special test of the evacuation siren system on July 15, 1987. Thus, this area of the plant was isolated from the public address / evacuation siren.

Personnel present in the area could not have been informed by the onsite public address system of an energency and the need for evacuation or protective action in the event of an emergency.

This is a Severity Level V violation (Supplement VIII).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this Office within 30 days of the date of the letter- transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the 8708170442 870807 PDR ADOCK 05000324 O PDR '
