Dear Mr. Morey:

1 By letter dated February 14,1997, you submitted a request to amend the Facility Operating Licenses and Technical Specifications (TS) for Farley Nuclear Plant (Farley), Units 1 and 2, to allow for an increase in the licensed thermal power from 2652 MWt to 2775 MWt. By letter dated July 1,1997, the NRC staff requested additionalinformation which you responded to by letter dated August 5,1997.

The staff has reviewed your submittals and determined that additionalinformation is required.

The enclosure identifies the requested additionalinformation needed, in order to maintain a timely review schedule and meet your requested target date for completion, it is requested that the information be provided within 30 days of receipt of this letter, if you require any clarification regarding this request, please call me at (301) 415 2426.

REQUEST FOR ADDITIONAL INFORMATION REGARDING THE SOUTHERN NUCLEAR OPERATING COMPANY. INC.

EgQUEST TO AMEND THE OPERATING LICENSES FOR THE JOSEPH M. FARLEY NUCLEAR PLANT. UNITS 1 AND 2 THERMAL POWER UPRATE REQUEST

1. Discuss whether the power uprate will change the type and scope of plant emergency <

.and abnormal operating procedures. Will the power uprate change the type, scope, and l nature of operator actions needed for accident mitigation and willit require any new I operator actions?

2. Provide examples of operator actions potentially sensitive to power uprate and address whether the power uprate will have any effect on operator reliability or performance, identify operator actions that would necessitate reduced response times associated with a power uprate. Please specify the evpected response times before the power uprate and the reduced response times. What have simulator observations shown relative to operator response times for operator actions that are potentially sensitive to power uprate. Please state why reduced operator response times are needed. Please state whether reduced time available to the operator due to the power uprate will significantly affect the operator's ability to complete manual actions in the times required.
3. Discuss any changes the power uprate will have on control room instruments, alarms, and displays. Are zone markings on meters changed (e.g., normal range, marginal range, and out of tolerance range)?
4. Discuss any changes the power uprate will have on the Safety Parameter Display System.

5, Describe any changes the power uprate will have on the operator training program and the plant simulator. Provide a copy of the post modification test report (or test abstracts)

I to document and support the effectiveness of simulator changes as required by ANSI /ANS 3.51985, Section 5.4.1.

Specifically, please propose a license condition and/or commitments that address the following:

(a) Provide classroom and simulator training on the power uprate modification.

(b) Complete simulator changes that are consistent with ANSl/ANS 3.5-1985, Simulator fidelity will be revalidated in accordance with ANSl/ANS 3.51985, Section 5.4.1, " Simulator Performance Testing," Simulator revalidation will include comparison of individual simulated systems and components and simulated integrated plant steady state and trant;ent performance with reference plant responses using similar startup test procedures. *

(c) Complete control room and plant process computer system changes as a result of the power uprate.

2-4 (d) Modify training and plant simulator relative to issues and discrepancies identified during the startup testing program.

6. Provide a proprietary and nonproprietary version of WCAP 10263, "A Review Plan for Uprating the Licensed Power of a PWR Power Plant,"(1983).
7. .How have you ensured that the revised instrument set points are within the safety limits?

- 8. Provids the following information for each changed instrument set point:

(a) The change in the set point. l l

(b) The calculated worst case drift, with the page reference to the calculation that covers the drift, including uncertainty calculation where applicable, i I

(c) The allowable value.

l (d) The safety limit, with the page reference to the document that specifies the safety limit.

9. - Provide studies or calculations performed to support that the electricalload increases and '

voltage changes are minimum throughout the onsite and offsite (switchyard) power system at Fariey for power uprate (i.e., one line diagram that plotted load flows and voltages for before and after power uprate).

- 10. Provide summary (case desenptions and findings) of system stability cases that were run for the power upeate, 11, in your latest response No. 3 on page 23, you stated that "[a]lthough the power uprate composite temperature profile in Section 3 exceeds the ex; sting composite temperature profile by approximately 5'F, a review of the test profiles for EQ [ equipment qualification) l equipment inside containment indicates that there is sufficient margin in the test profiles to envelop the power uprate composite temperature profile." Provide a representative EQ test profile curve that demonstrates that the EQ test profile is still bounded by the power uprate composite temperature profile by superimposing it with the latest *FNP Composite LOCNMSLB Containment Temperature Profile" submittal.
