NRC INSPECTION REPORT 70-7002/98004(DNMS) AND NOTICE OF VIOLATION

Dear Mr. Miller:

On March 6,1998, the NRC completed a maintenance and surveillance, operator training, and transportation inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of the inspection.

Based upon the results of the inspection, the NRC has determined that two violations of NRC requirements occurred. The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are described in detail in the enclosed report. The violations indicated deficiencies in your staff's understanding of plant policies regardir.g the use of procedures and the problem reporting system.

The NRC requests that your response to the second violation address what actions will be taken to ensure the quarterly surveillances of fume hoods are performed. In addition, we request that your response address what actions your staff will take to assure that conditions adverse to quality identified offsite and conveyed to Portsmouth staff, are handled in accordance with the Portsmouth problem reporting and corrective action systems.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room.
