Deer Hr. Secretary:

On behalf of the faculty and their families, the students and staff of Governor Dummer Academy, the nation's oldest boarding school, I wish to submit the two enclosed petitions which register the opposition of the undersigned to the licensing of the Seabrook, NH nuclear plant. An accident at the Seabrook ,

nuclear plant would endanger not only the ca. 340 students attending the Academy, but also staff, faculty members and

_the many faculty families residing on camcus. For the sake of the Governor Dummer community and its 223 year old tradition of dedication to reason and logic,.we would all urge you to permanently prohibit the licensing of the Seabrook plant.

Sincerely,, .)

Nuclear Regulatory Commission .

Washington, D.C. 20555 1 We, the undersigned citizens, believe the I.icensing of the Seatcook Station nuclear power plant is not in the best interest of t.5e public. Seabrook's location in a densely populated resort area poses undue r3sha to hundreds of thousands of people.

Severely restrictive access and escape routes together vith severely limited and inaccessible transportation resources preclude any hope ')f successful evacuation. '

Therefore, we conclude that Seabrook Station hU3r HEYEH I2 LICENSED as a nuclear power plant nor allowed to proceed with 5% tanting as flanned and that all responsi-

. bis and humanitarian individuals a.nd government officiale must act quickly and effectively to prevent Sca1 rook's licensure.

~.0 : Tne Nuclear F.ey lat.:ry Coanission Lano Zech Jr., Chair We are asking you to reverse your decision of July 24, 1986. We de not 1>alleve that an evacuatien plan prepared by a nuclear utility company without the participation cf state and local goverrrnents can protect our health and safety.

' Ibis is so even if we were willing to assune the utility cargany (any company for that rnatter) had the best of intentions toward the public. Traditionally, local, state and federal gcVerrennt has been organimd according to a ryste.m of checks and balances. Iet us continue to keep business separate fran govenrent and to honor our federalist form of goverwrnat.
