SUMMARY

ON PLANT MODIFICATIONS IN RESPONSE TO IE BULLETIN 80-11, MASONRY WALL DESIGN On October 28-30, 1985, the NRC staff and its technical contractors met with representatives of Northeast Utilities to discuss and review plant modifications made in response to an IE Bulletin on masonry walls at the Haddam Neck Plant and Millstone Unit 1.

In the afternoon of October 28, 1985, the licensees presented an overview of _

the corporate approach to resolving the masonry wall problems and suggested that the staff perform a detailed site inspection at the Haddam Neck Plant instead of trying to visit both Haddam Neck and Millstone Unit 1. The staff agreed with the licensees' proposal but reserved the right to visit Millstone Unit 1 pending the results of the Haddam Neck inspection.

On October 29, 1985, the staff and its technical contractors toured the Haddam Neck Plant and observed the plant modifications on all but one masonry wall. (Note: This wall is located inside containment and is not

' accessible because of the radiation concerns.) Following the site inspection, the staff and its contractors concluded that, given the similarity of plant modifications at Haddam Neck and Millstone Unit 1, a site inspection of Millstone Unit 1 is not necessary. The staff and the licensees returned to the corporate offices and perfonned audit reviews of selected calculations for the Haddam Neck Plant and Millstone Unit I which serves as the bases for the plant-specific modifications.

On October 30, 1985, the staff and the licensees met at the corporate offices and discussed the results of the plant inspection, questions regarding the calculations for the plant-specific modifications and the licensees' responses to the staff requests for additional information dated July 22, 1985. In general, the staff and its contractors were satisfied with the audit review of the calculations and the licensees' proposed responses to the staff questions.

The licensees committed to perform a plant walkdown at Millstone Unit 1 to detennine if the wall crackina also existed there and the licensees' also committed to evaluate the effect'of the cracking to determine if existing calculations are still bounding or to provide a program to resolve the cracking problem. The licensees committed to providing the final responses to the staff questions and the licensees' program for resolving the identified cracking problems by the end of November 1985.
