OF THE DECEMBER 2,1998, MEETING BETWEEN THE NRC STAFF AND NORTHEAST NUCLEAR ENERGY COMPANY REGARDING THE STATUS OF LICENSEE PLANS BEING DEVELOPED FOR THE DECOMMISSIONING OF MILLSTONE NUCLEAR POWER STATION, UNIT 1 On December 2,1998, at 10:30 am, the NRC staff met with representatives from Northeast Nuclear Energy Company (NNECO) to discuss the status of plans being developed for the decommissioning of Millstone Nuclear Power Station, Unit 1. Attachment 1 to this meeting

summary is a list of persons attending the meeting. Attachment 2 is the slides given to the NRC by NNECO and used during their presentation. A public notice of the meeting was issued on November 12,1998, and a press release was issued by the NRC Office of Public Affairs -

Region I on November 25,1998.

The representatives from NNECO noted the initial concept for decommissioning Unit 1 provided for Unit 1 to be in SAFSTOR until the Unit 2 operating license expires, at which time Units 1 and

. 2 could be decommissioned at the same time. However, the selection of a specific decommissioning option for Unit 1 (SAFSTOR, dismantlement, or a combination of the two) would have to take into account the results of studies in progress that focus on the possibility of requesting an extension to the operating license for Unit 2. A decision on the long term decommissioning plans and options for Unit 1 is expected to be made in the March - April 1999 time frame. NNECO stated there are currently no plans for an onsite independent spent fuel storage installation.

Near term plans for submitting applications for license amendments were discussed. An application for technical specification (TS) changes to allow the use of certified fuel handlers would be submitted within a few days, and an application for extensive TS changes to reflect the shutdown status of the plant is planned to be submitted in approximately 1 month. A schedule has not been developed for submitting the Post-Shutdown Decommissioning Activities Report within the 2 year time interval allowed by 10 CFR 50.82(a)(4)(i).

interested members of the public. The staff also made the observation that although the potential risk to the public has been reduced by the permanent cessation of power operations, some risk still remains and warrants an appropriate level of care and diligence by the licensee.

The meeting adjourned at approximately 12:05 p.m. As the meeting was adjourning, the licensee expressed a desire to meet with the staff to discuss the status of standard shutdown TS being developed for boiling water reactors. The licensee stated such a meeting would facilitate the development of a high quality application for shutdown TS. On December 15, 1998, the staff agreed to have a public meeting for that purpose. A meeting notice was issued December 16,1998. The meeting is scheduled for December 29,1998, in Rockville, Maryland.
