OF NOVEMBER 13,1997, MEETING WITH NNECO AND LITTLE HARBOR CONSULTANTS, INC. (LHC) TO DISCUSS ONGOING ACTIVITIES AND FINDINGS On November 13,1997, the Director of the Special Projects Office and his staff participated in a publicly observed meeting with LHC and NNECO representatives. The purpose of the meeting was for LHC to present the findings from its ongoing oversight activities of NNECO's programs for handling employee safety concerns at the three Millstone units.

During this meeting, LHC provided the results of its independent investigation of allegations of retaliation and handling of the training disciplinary action, the results of its continuing programmatic review of NNECO's Employee Concerns Program, and its preliminary efforts in establishing measurements for a safety-conscious work environment, j

l NNECO discussed the status of its 33 problem areas in its organization and the completion of only four action plans to address those problem areas. NNECO also discussed its recently formed Executive Review Board (ERB). The ERB reviews reprimands, reduction-in-force, and other disciplinary matters. NNECO's Senior Vice President and Chief Nuclear Officer -

Millstone, also introduced the new Recovery Officer - Human Resources, Dr. Robert Long. is a list of the principal participants at the meeting. Enclosure 2 is a copy of the slides distributed at the meeting.

During this meeting, LHC provided the results of its independent investigation of allegations of retaliation and handling of the training disciplinary action, the results of its continuing programmatic review of NNECO's Employee Concerns Program, and its preliminary efforts in establishing measurements for a safety-conscious work environment.
