UPDATE ON LHC REVIEW OF CORRECTIVE ACTION PROGRAM.
Previous Review of Corrective Action Program (CAP) Concluded That:
- CAP Was Acceptable Through Specification of Corrective Actions (CAs), But Could Be improved
- Insufficient Progress Had Been Made in implementing Corrective Actions to Reach Conclusions LHC Made Recommendations for improvement This Update Focused on Reviewing Effectiveness of Programmatic improvements and Status ofimplementation of Unit 3 CAs

CONCLUSIONS FROM 3/98 UPDATE ASSESSMENT OF CAP Implementation of Corrective Actions for
" Older" Unit 3 Level 1 CRs is improved 1
Acceptance of " Ownership" by CR Owners is Varied. At the Same Time, implementation of CR Ownership Concept Has Yielded Other Benefits
- Improved Coordination Between CRs
- Interim Review of Progress in implementing Corrective Actions

CONCLUSIONS FROM 3/98 UPDATE ASSESSMENT OF CAP NU Has implemented Acceptable Program improvements And Has improved Unit 3 Performance to Address the Recommendations Previously Made by LHC
- Procedure Revisions and Newly-issued Unit instructions Have incorporated Most Recommendations
- Training, increased Experience and improved Review During implementation Have Addressed Remaining Recommendations
/ x Apr8 7,1999 Presentatlen to NRC and NNECe so site 6 Corrective Action Program 3
N /
CONCLUSIONS FROM 3/98 UPDATE ASSESSMENT OF CAP Several Level 1 CRs Have Been Written Based on Management Recognition of Trends, but it is Not Evident That the Formal Review of Level ~
~ 2 CRs Has Been Effective in Identifying Trends It is Evident That the Role of the MRT is Critical to the Successful Performance of the Corrective Action Program. Itis Essential That the MRT Maintain a High Degree of Vigilance in Executing its Responsibility
/ \
April 7,1998 Present* den to NRC and NNECe on Sue 7 1
CONCLUSIONS FROM 3/98 UPDATE
- ASSESSMENT OF CAP l
The MRT Has a Crucial Role in Preventing inappropriate " Paper-to-paper" Closure of Corrective Actions it is Still Too Soon to Determine the Effectiveness of Many CAs, but Program
- Requirements Have Been Added to increase Focus on Effectiveness
- CR Owner Assigned Explicit Responsibility for an Effectiveness Review
- CR Owner Required to Report to MRT on Effectivensss
- N AN
- M bN 08 8 OE I 4
/
LHC RECOMMENDATIONS:
CORRECTIVE ACTION PROGRAM Senior Management Should Participate in and Maintain Oversight of the Activities of the MRT to Assure it Meets Management Expectations Management Should Take increased Action to Assure That the Acceptance of the CR Ownership Responsibilities by CR Owners is Uniformly High s
