FACILITY:

SUBJECT:
JULY 30,1997, MEETING WITH NORTHEAST UTILITIES AND PARSONS POWER GROUP INC. REGARDING ACCESS TO INFORMATION NECESSARY FOR THE UNIT 2 ICAVP REVIEW On July 30,1997, the Special Projects Office (SPO) staff of the Office of Nuclear Reactor Regulation (NRR) participated in a meetino with representatives of Parsons Power Group Inc.
(Parsons) and Northeast Utilities (NU). Tne purpose of the meeting was to continue the discussion from the July 25,1997, teleconference regarding Parsons' access to NU's databases that are necessary for Parsons to perform the Tier 2 and Tier 3 reviews of the Independent Corrective Action Venfication Program (ICAVP) at Millstone Unit 2. The enclosure provides a !ist of meeting ettendees.
During the meeting, Parsons discussed control of the administrative interface between Parsons and NU's document control staff. Parsons' approved communications protocol provides for direct communication between Parsons' Group Leads and NU's document control staff to facilitate retrieval of records and documents. The SPO staff indicated that it was acceptable for Parsons to modify its communications protocol to allow Parsons staff responsible for conducting the ICAVP to directly interact with NU's document control staff or other NU personnel associated with the retrieval of information. Parsons communications protocol will still require that the administrative discussion between Parsons and NU personnel be limited to the retrieval of specific information or to the methods for retrieving information from NU's database and information management systems.
The meeting focused on the administrative requirements and mechanics of retrieving information from NU's database and information managenient systems. Following the meeting, Parsons' and NU's information management specialists discussed the details of coordinat: q and arranging access to the information necessary for Parsogtgrform its Tier 2 and Tim 3 ICAVP reviews.
