APRIL 7,1998, MEETING WITH SARGENT & LUNDY LLC, PARSONS POWER GROUP INC., AND NORTHEAST UTILITIES REGARDING THE STATUS OF MILLSTONE UNITS 2 AND 3 INDEPENDENT CORRECTIVE ACTION VERIFICATION PROGRAM i
On April 7,1998, the Special Projects Office (SPO) staff of the Office of Nuclear Reactor Regulation met with representatives from Sargent & Lundy LLC (S&L), Parsons Power Group Inc. (Parsons), and Northeast Utilities (NU) in a publicly observed meeting. The meeting was held to discuss the status and results of Parsons' and S&L's efforts in conducting the Millstone Units 2 and 3 Independent Corrective Action Verification Programs (ICAVPs), respectively.
The ICAVP at Unit 3 is nearing completion. Remaining efforts relate to the completion of S&L's review of newly identified motor operated valve calculations, review of cable tray support calculations, review of the latest recirculation spray system modification, and the closeout of the remaining discrepancy reports (DRs). Closeout of the remaining DRs is critical path for completing the ICAVP at Unit 3. Both S&L and NU arm providing significant resources to bring the remaining DRs to closure.
NU indicated that its review of the Unit 3 ICAVP results to date had identified that the Final
. Safety Analysis Report (FSAR) reviews conducted during implementation of its Configuration Management Plan were effective, that there may be issues regarding compliance with -
Regulatory Guide 1.52 requirements for air handling systems, and that enhancements are needed in the calculation tracking program. Further, NU indicated that it will be evaluating the cluster of findings associated with drawing, calculation, and configuration management areas for long-term enhancements.
At Unit 2, Parsons has completed its Tier 3 review of engineering work requests and has.
completed initial discovery on the high pressure safety injection (HPSI) system (Tier 1 review).

Review of DR responses and DR closeout on the HPSI system remain to be completed.
Parsons indicated that the. schedule for completion of the ICAVP at Unit 2 is being signiiicantly impacted by (1) NU's reanalysis of the FSAR Chapter 14 Accident Analysis; (2) delays in NU's implementation of corrective action that Parsons is required to review; (3) the development of a i
DR backlog and the complexity of corrective actions associated with some of the DRs; and (4) delays in obtaining Tier 1 Program Area (i.e., high energy line break / environmental qualification and station blackout)information.
During discussions on the status of the ICAVP at Unit 2, NU expressed concems with the scop

and duration of Parsons' Tier 2 reviews. Parsons had estimated that it would take between 4 to 8 weeks to complete its Tier 2 reviews after it had received the reanalysis of the FSAR Chapter 14 Accident Analysis. NU indicated that it would like to gain a better understanding of 3(0\\
the scope of Parsons' Tier 2 review to justify the duration of Parsons' effort in this area.
