AUGUST 6 7,1997, MEETING WITH SARGENT & LUNDY REGARDING THE SECOND SET OF MILLSTONE UNIT 3 TIER 1 SYSTEM BOUNDARIES On August 6 7,19g7, the Special Project Office (SPO) staff of the Office of Nuclear Reactor Regulation (NRR) met with representatives from Sargent & Lundy (S&L) in a publicly observed meeting conducted at the NRC's Headquarters in Rockville, Maryland. The meeting was held to discuss the system boundaries for the Auxiliary Building Heating, Ventilatiost, and Air Conditioning System including the Supplementary Leak Collection and Release System

! (SLCRS) (the combined ventilation systems' designation is HVX), and the Emergency Diesel Generator (EDG) including all of the EDG's support systems and the safety related 4160Vac buses (the EDG, its support systems, and the 4160Vac buses are designated as DGX). These systems were se;ected on July 17,19g7, by the Connecticut State Nuclear Energy Advisory Council (NEAC) for the Tier i system vertical slice review (SVSR) being performed for the Independent Corrective Action Verification Program (ICAVP) at Millstone Unit 3.

I Enclosure i provides a list of meeting attendees. Enclosures 2 and 3 provide matrices for the interfaces with other systems. The interfaces are the boundary between the selected Tier i systems that will receive the full scope SVSR and other systems that interact with the selected Tier i systems. A review of the interfaces with the other systems will also be performed as

! described in Enclosures 2 and 3. Enclocure 4 provides a simplified representation of the DGX i system scope. Enclosure 5 provides an outline of additional toples discussed following the discussion of system boundaries. Enclosure 6 provides additional system parameters that the NRR SPO staff requested that S&L consider incorporating into its ICAVP Tier 2 accident mitigation system review.

During discussions regarding the additional system parameters for the ICAVP Tier 2 review l identified by the staff, it was S&L's view that many of the items were outside the scope of the Tier 2 accident mitigation system review, in S&L's opinion the parameters were not related to a critical characteristic of a specific accident mitigation system. The SPO staff indicated that it

! would evaluate the additional system parameters and respond to S&L's concerns.

l In the area of procedural reviews to be conducted during the Tier i SVSR by S&L's Operations, Maintenance and Testing Group (ORG), the SPO staff and S&L agreed that the operations, maintenance, and testing procedures associated with the selected ICAVP Tier 1 systems will be evaluated in adequate detail to er'sure that the licensing basis requirements were accurately translated into the associated procedures as required by the August 14,1906, Confirmatory Order. An example of the type of licensing basis trcaintenance design requirements discussed j at the meeting were the environmental qualification (EQ) requirements for equipment located in harsh environments. This process will ensure that the procedures can accomplish the intended burveillance activity and that the surveillance demonstrates that the system or component operation is consistent with the applicable licensing basis requirements.
