OF JULY 15,1998, MEETING WITH NORTHEAST NUCLEAR ENERGY COMPANY AND LITTLE HARBOR CONSULTANTS, INC., TO DISCUSS THE SAFETY CONSClOUS WORK ENVIRONMENT AT MILLSTONE On July 15,1998, the Special Projects Office staff of the Office of Nuclear Reactor Regulation participated in a publicly observed meeting with Northeast Nuclear I:nergy Company (NNECO) and Little Harbor Consultants, Inc. (LHC), representatives regarding NNECO's continuing progress regarding the safety conscious work environment (SCWE) at Millstone. The purpose of the meeting was to hear (1) a presentation from NNECO regarding its recent progress in reviewing and dispositioning safety concems in accordance with NRC's October 24,1996, order, and (2) a presentation from LHC on its assessment of the status of the SCWE at Millstone. Also, LHC discussed its proposed oversight activities for the near future.

NNECO's presenters noted that the Employeo Concems Program (ECP) case backlog continues to decrease, customer satisfaction continues to improve, and an external assessment found many program strengths. ECP plans quality improvements, reduced investigation time and, a new revision of their manualin the near future. Regarding SCWE, NNECO noted that it has improved SCWE training for employees and increased coordination between the ECP, Human Resources, SCWE, and the Employee Concems Oversight Panel (ECOP) staffs. The SCWE staff plans to implement its performance plan, monitor for backsliding, commence vision and values training for all employees, and develop in-house expertise in the near future.

Human Resources noted that it has increased its customer satisfaction by a factor of 2 and more aggressively addressed employee relations issues. Human Resources plans to assimilate SCWE and nonsafety-related ECP into its organization and implement a competency-based selection in support of the nuclear realignment (expected this fall). The ECOP continues to review SCWE, ECP, and Executive Review Board activities. ECOP is developing a transition plan to achieve a new panel in accordance with the plan to replace the panel approximately every 18 months. NNECO concluded by stating its latest leadership assessment showed many strengths.

LHC's presenters noted that NNECO continues to perform wellin this area. LHC suggested that ECOP should transition from an oversight role to an advisory role due to NNECO's success l in the area ECOP oversees.

Based on the information presented by NNECO and LHC, and the NRC's continuing monitoring, the NRC staff agreed that NNECO's implementation of the NRC's October 24,1996, order continues to be acceptable.
