and schedules for resolving the Thermo-Lag fire barrier issues at the  !

Millstone Nuclear Power Station, Unit No. 2. The meeting was a followup of the April 24, 1997, meeting.

The meeting was held at NRC Headquarters in Rockville, Maryland. A list of

i. attendees is provided as Enclosure 1 and 'the reference material used by NNECO

{ is provided as Enclosure 2.

SUMMARY

l NNECO provided an overview of the work that has been completed, the work remaining to be done, identified the locations where Thermo-Lag is installed, i and the fixes that will be implemented. The fixes include the rerouting of i cables, upgrading of existing fire barriers, providing fire water as an

alternate cooling for the emergency diesel generators, and the removing of i Thermo-Lag from power cables with ampacity problems. The specific areas and
fixes are included in Enclosure 2. 1

' NNECO indicated that'it would need an exemption for the charging pump room due  ;

to the lack of separation (18 feet instead of 20 feet) between the pumps and l no suppression. It was noted that the NRC staff had previously granted an exemption, which was later revoked based on subsequent modifications. The new i exemption request will be based on the configuration after fixes in this area l have been implemented. NNECO has also identified some potential errors or  !

inconsistencies in the NRC staff's 1990 Safety Evaluation relating to fire  !

protection as noted in Enclosure 2.

NNECO has committed to implement all of the Thermo-Lag fixes before plant startup. All other fire protection issues will be handled in accordance with i its Configuration Management Program. The NRC staff indicated that any 1

- Upgrade the Thermo-Lag on the wireways and junction boxes in the Switchgear Room portion of Fire Area R-14 to provide a full 3-hour fire 4 barrier. i t

- Install valves and a 6" line between the Fire Water and Service Water Systems to provide an alternate cooling water source to the Emergency Diesel Generators when the Service' Water Pumps are not available.
