~
Millstone Nuclear Power Station, Unit No. 2. The meeting was a followup of the April 24, 1997, meeting.
The meeting was held at NRC Headquarters in Rockville, Maryland. A list of

{ is provided as Enclosure 2.
1
SUMMARY
l NNECO provided an overview of the work that has been completed, the work remaining to be done, identified the locations where Thermo-Lag is installed, i and the fixes that will be implemented. The fixes include the rerouting of i cables, upgrading of existing fire barriers, providing fire water as an
- alternate cooling for the emergency diesel generators, and the removing of i Thermo-Lag from power cables with ampacity problems. The specific areas and
- fixes are included in Enclosure 2. 1
' NNECO indicated that'it would need an exemption for the charging pump room due ;
to the lack of separation (18 feet instead of 20 feet) between the pumps and l no suppression. It was noted that the NRC staff had previously granted an exemption, which was later revoked based on subsequent modifications. The new i exemption request will be based on the configuration after fixes in this area l have been implemented. NNECO has also identified some potential errors or !
inconsistencies in the NRC staff's 1990 Safety Evaluation relating to fire !
protection as noted in Enclosure 2.
NNECO has committed to implement all of the Thermo-Lag fixes before plant startup. All other fire protection issues will be handled in accordance with i its Configuration Management Program. The NRC staff indicated that any 1

Charging Pump Room Exemption
~
- We will be requesting an exemption for 18 ft separation and partial height walls .
between pumps The exemption request will be revised to .
reflect area configuration after chargmg pump cable reroute and Thermo-Lag removal
Unsealed Penetrations Between TD and MD AFW Pump Rooms Exemption was granted for lack of a rated fire door between the TDAFW and MDAFW rooms .
XSECO docketed an 86-l'O Evaluation justifying unsealed openings in these rooms (April 16,1987) 1990 SER retained exemption for non-rated door and stated that there were no other openings in the wall between the two rooms
~
i
~
Classification of Alternate Shutdown Areas 1990 SER classifies the following as alternate shutdown areas:
West Penetration Area, MCC B61, and Z-2 Switchgear Room and Cable Vault (R-2)
Z-1 DC Equipment and Battery Room 'A'
~
(R-9)
Z-2 DC Equipment and Battery Room 'B' (R-10)
Containment Building (R-15)

Classification of Alternate Shutdown Areas Control Rooni is primary shutdown location for these areas EDG available to power App R shutdown components Operator actions outside control room compensate for spurious actuations and .
component failures Cold shutdown repairs not required
~ Use of Backfeed for Turbine ;
Building Fire 1990 SER states that Unit 1 to Unit 2 backfeed provides AC power for a Turbine Building Fire (R-3)
XSECO plans to providehard pipe connection from Fire Water System to EDG coolers so that EDG's can be used to provide AC power for an R-3 fire XSECO will perform 50.59 review of proposed modification and docket SER implications. .
