'1:01 ' Scope of Work 1:01.1' This Safety Related Attachment Specification covers control panels and racks located external to the control room to be supplied as a part 'of the VENDOR'S equipment which will be installed at the Perry Nuclear Power Plant Units 1 and 2. The requirements herein represent the minimum local panel and rack design, consistent with recognized practices, and shall be used in conjunction with the specification to which this Specification is attached (Parent Specification).

1:01.2- The WORK shall include all labor, equipment, materials, and services as set forth in this Specification and the Parent Specification.

1:01.3 The VENDOR shall procure all component parts as indicated and/or required, to form a complace package, as stated in this Specification and the Parent Specification.

1:01.4 The VENDOR shall design, assemble, pipe, wire, test, inspect, package, and deliver the completed panels or racks along with the required drawings, installation instructions, operating instructions, and OWNER selected spara parts.

1:02 Control Panels and Racks For the parpose of this Specification, control panels and racks are categorized as follows:

1. Wall wounted panels. >

- A description of the control panels and/or racks offered shall be

, a submitted with the Proposal and shall include, but not necessarily be limited to, the following:

1. Preliminary sketch showing base layout and/or method of mounting the local control panels and/or racks. This data shall be sufficient to determine wall and floor areas and structural design requirements.
2. Typical electrical elementary and viring diagrams.

4. A statement listing all exceptions to this Specification.
5. A list of recommended spare parts with unit pricing.
6. The procedures to be used to verify Seismic and Environmental

1:04- -Connizant Engineer The VENDCR shall designate, in writing, a responsible engineer to implement and be responsible for the requirements in this Specification. All drawings, documents, and correspondence shall be signed by the cognizant engineer attesting to the best of his knowledge that the information submitted is correct, complete, and checked and that the requirements of this Specification are met. ,

1:05 Testina 1:05.1 The VENDOR shall perforza tests to ensure proper operation in accordance with item 1:08.21 of this Specification and Section 1:00 of the Parent Specification.

1:05.2' ~ The VENDOR shall submit in writing a certificate that all tests required by this Specification have been conducted. Any testing

' performed by the OWNER or the ENGINEER shall not in any way substitute the VENDOR'S functional test. All costs arising from tests performed by the VENDOR as described herein, including replacement of damaged components, shall be borne by the VENDOR.

The OWNER and/or the ENGINEER shall have the right of representation at this test, and they shall be notified at least one week in advance of the date of such test.

3. A channel iron base shall be an integral part of the rack structure, provided with means to be set on a level concrete curb floor, 4 inches high, provided by Others. The rack will be secured by welding to embedment places set in the concrete curb floor.

1:07.3- Wall Mo n ted' Panels:

2. Wall mounted panel enclosures shall be suitable for the particu'.ar application and shall not be less than NEMA Type 12.

The enclosure shall be fabricated of smooth rolled steel. The enclosure sheet metal gauge shall be determined by the following  ;

3. When the above tabulated limits cannet be met, the panel NEMA wall thickness any be acceptable subject to approval by the ENGINEER.
4. Surfaces having a large number of cutouts shall be provided with sufficient stiffeners to enable the panel to satisfy the seismic requirements.

5. These panels shall be fabricated from 3/16 in thick, or heavier, smooth rolled steel, and designed and constructed to form a rigid, substantial, self-supporting structure of neat appearance.

6 .- The panels shall be constructed to withstand, without danese of any kind, transportation, installation, and service conditions for which the equipment is specified.

7. Each panel shall have a hinged door or doors with concealed or piano-type hinges.
8. The panels shall have ample space for bringing power and control cables .directly to the terminal blocks. The top and bottom of each panel section shall contain a removable steel -

cover place suitable for on-site drilling for entry glands.

9. Space heaters shall be provided, in accordance with the Parent Specification, and installed and sized by the VENDOR to minimize el ' effects of condensation.
10. Enclosures shall be suitabia for the particular application and shall not be less than NEMA Type 12.

3. Sheet metal bends shall have an outside radius of not more than 1/2 inch. ' Af ter completion of all drilling, cutting, welding, and bending, the panels and racks shall be cleaned free of all oil, grease, dirt, or other foreign substances, shall be thoroughly sanded and the welds shall be chipped, ground, or sanded to obtain a smooth clean finish. All surfaces shall then be "Bonderized" or otherwise treated ,

to resist rust.

4. Instruments and devices shall be mounted such that removni, repair and replacement can be accomplished without removal of tubing or wiring from adjacent equipment. The instrument or device manufacturer's working clearances shall be adhered

1:08.2 Instrument and Control-Devices:

1. Sensitive instruments and control devices subjected to vibration shall be mounted by means of resilient shock-absorbing mounts. The VENDOR shall use the manufacturer's recommended method for shock mounting.
2. Instrument and control devices mounted on the frcut of the panel shall be flush spinted and rear connected.
3. Receiver gauges which indicate system related-parameters, and are of the same electrical df rision, any be mounted in clusters.

4. Maquate support shall be furnished by the device manufacturer
for heavy and/or elongated devices.
5. Instrument devices exerting strong cantilever forces on the panel face shall be adequately supported to remain plumb and true within g .. 1/16 inch of vertical and horizontal alignment.

1:08.3 ' Separation of Class IE Divisions:

3. . Design and construction of Class II panels and racks shall be such as to prevent fire propagation from one division [

component to another division component and to prevent damage between divisions that may be caused by missiles generated by equipment failure or maintenance. Failure of any component shall not- disable components or the operation of any redundant system.

4. Wherever possible separate panels shall be provided for each Class IE division equipment. - Separate racks shall be provided for each division equipment.

6. Where adjacent panels or racks share a common steel plate or.where they are less than one inch spart, their components shall be mounted a minimsa of one inch away from the end plates, or mounted upon a 1/4 in. minimum thickness sheet material which is both non-burning, as defined in item 1
08.11 subiten 7, and thermally low conductive; and which is fastened flush to the and plate.

7.- Where the possiblity exists for fire to spread from one penal to another via an air space, integral with and beneath

'the panels, fire barriers fabricated from 3/16 in steel sheet, shall be provided to prevent the spread of fire.

8. Where equipment and wiring within a single panel or rack consists of more than one Class IE division, then each U' division shall be physically and electrically separated from any other' division.
9. Terminal boards shall not be used for more than one Class IE division wiring. Separate terminal boards shall be used for each division. Spacing of terminal boards shall be such as to preclude the possibility of fire propagation from one Class IE

' division wiring to another.

10. Components and wiring of different divisions, within one ,

enclosure, shall be spaced a minimum of six inches air space horizontally and vertically measured between adjacent edges.

11. Where minimum air space cannot be attained. (itan 1:08.3 subitam 10), then suitable fire retardant barriers and enclosures shall be installed between components of differing divisions.
12. Non-Class IE wiring shall not run in bundles containing ,

Class IE wiring.

13. Wires from one Class IE division shall not run in bundles containing wires of another division.

3. The panel- designation nemaplates shall identify the panel and the Class IE division (s) by the word '" Division"' followed by the associated numbers 1, 2, 3 or 4.

1:15.1 Instruction books shall be provided as detailed in Section 1:09 in the Parent Specification.

1:15.2 The instruction books shall be bound with covers suitable for rough usage.

1:15.3 Separate instruction books shall be provided for Unit No. I and

! Unit No. 2.

1:16 VENDOR'S Responsibility

.1:16.1 The WR shall continually advise the ENGINEER sud the OWNER of the status of the equipment to be furnished by submitting a l periodic report, not less frequently than once monthly, consisting cf a CERTIFIED print showing status of items purchased by the VENDOR, drawing status, construction status, and any other information deemed necessary by the ENGINEER or the OWNER for proper execution of the Contract.

1:16.2 - The VENDOR shall be responsible for the quality of any subcontractor's work.

1:16.3 The VENDOR'S responsiblity and shipping conditions shall be in accordance with Section 1:00, "INSTKUCTIONS AND INPORMATION," of the Parent Specification.-

1:17 Shippina Conditions 1:17.1- All YENDOR data requirements, including instruction books, shall be complete prior to shipment of control panels and racks.

1:17.2 The completed control panels or racks shall have sufficient strength to withstand all stresses incidental to shipping, installation, and operating conditions without permanent deformation or other damage.

1:17.3 Construction, preparation, and packing or crating shall ensure satisfactory transportation and handling so that upon arrival at the OWNER'S plant the equipment shall be ready to be placed in permanent operation with a min 4== amount of field labor.

1:17.4 Packing and shipping shall be in accordance with the Parent Specification.
