1.3.1 Access Authorization Program The Cleveland Electric Illuminating Company has an Access Authorization Program which utilizes the elements of Regulatory Guide 5.66 Access Authorization Program for Nuclear Power Plants.
Prior to granting unescorted access to the protected and vital areas, all personnel will be screened in accordance with 10CFR73.56, Personnel Access Authorization Requirements for Nuclear Power Plants.

All employee screening is documented. Documents are available PNPP 'or NRC inspection and are controlled in accordance f

with federal and state privacy legislation. Contractor i
employees, granted unescorted access to protected and vital areas, must undergo a screening process equivalent to that required of CEI employees. The contractor's certification of completed screening is available at PNPP for NRC inspection.
Screening documentation is available for NRC inspection at the contractors' offices.
