1.0 INTRODUCTION

By letter dated November 7,1997, Commonwealth Edison Company (Comed, the licensee) l submitted a license ariendment requesting a change to the Technical Sper.ifications (TS) to

,emove the Unit 2 24 48 Volt direct current (Vde) batterier, battery changers and distribution systems fmm the TS.

l At Dresden Nuclear Power 6tation, during the last Unit 3 refueling outage (D3R14) all safety j

related loads associated with the Unit 3 24/48 Vdc batteries were removed and placed on the Un!i 3125 Vdc batteries. Because the Unit 3,2148 Vdc system would no longer provide a safety related functiori, Comed requested to remove the TS requirements for the 24/48 Vdc i.

batteries, chargers, and distribution systems and relocate all operability and surveillance requirements associated with the batteries to licensee-controlled documents. The staff, on April 10,1997, issued Amendment Nos.156 and 151 for Dresden, Un!!s 2 and 3, respectwely, approving the proposed license amendments.

The licensee is planning to perform similar modifications on the Unit 2,24/48 Vdc batteries in the i

upcort,ing Unit 2 refueling outage (D2R15) which is scheduled to begin in March 1998.

I 2.0 EVALUATION 4

The proposed amendment would delete the 24/48 voit batteries, chargers, and distribution systems from the Dresden TS for Unit 2. The proposed change will affect TS for the DC sources required for operation by TS Section (3.9.C), the DC sources required for shutdown by TS Section (3.9.D), the distribution systems required for operation by TS Section (3.9.E), the

distribution sptoms required during shutdown by TS Section (3.9.F), and the associated L

surveillance requirements for the respective operating conditions.

Currently, the Unit 2 power source for the Division l Analog Trip System (ATS) loads are the only l

remeinir;g safety-related loads supplied by the 24/48 Vdc system. The licensee is planning to i

relocate the Division l ATS loads to the safety-related 125 Vdc system whgh is in the TS.

Removal of the ATS loads from the Unit 2 24/48 Vdc system removes the only loads required for safe shutdown. The remaining loads on the Unit 2 24/48 Vdc batteries do not provide a safety 4

funchon. Therefore, the Unit 2 24/48 Vdc batteries will no longer satisfy the criteria forinclusion in the l

TS as specified in 10 CFR 50.36.

The proposed amendments would also remove the footnotes added to the TS in Amendment Nos.156 and 151 which allowed removal of only the Unit 3 2N48 Vdc battery system from the T8.

4 The footnotes were added to the T81o indiate that the 2N48 Vdc battery requirements were i

applicable to only Dresden Unit 2. With the removal of the Unit 2 2N48 Vdc battery requirements i

from the T8 the footnotes are no longer apphcable and can be removed.

SUMMARY

j The romt, val of the 24/48 Vdc system from the TS for Unit 2 is found to be acceptable pecause the i

system no longer provides a safety rolated functior Additionally, the staff finds the removal of the footnotes added to the Dresden TS specifying appbcability of the 2N48 Vdc system to Unit 2 acceptable, Based on the above, the staff finds the proposed TS changes acmptable.

4.0 STATE CONSULTATION

In accordance with the Commission's regulatons, the lilinois State ofreial was notified of the l

pe f-rd issuance of the amendments. The State ofreial had no comments.

l 5.0 ENVIRONMENTAL CONSIDERATQN 1

l The amendments change a requirement with respect U ine installation or use of a facshty component locnted within the restricted area as dermed in 10 CFC Part 20 and change surveillance requirements.

The NRC staff has determined that the amendments involve no ey#,cict increase in the amounts, and no signifcant change in the types, of any emuents that may be released offsite, and that there is no sigtwficard increase in individual or cumulative &WW radiation exposure. The Commission has previously issued a proposed finding hat the amendments involve no sW#, cent hazards consideration, and there has boon no poohc comment on such finding (63 FR 2277). AMi. gly, the 4

F amendments meet the eligibility criteria for categoncal exclusion set forth in 10 CFR 51.22(c)(g).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessmsnt need i

be prepared in connection with the issuance of the amendments.

6.0 CONCLUSION

j The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety c'ine public will not be endangered by operaten in the proposed manner, (2) such activities will be conducted in comphance with ths Commission's 3

regulations, and (3) the issuance of the amendments will not be inimical to the common defense and j

4 security or to the health and safety of the pub lic.
