SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 89 TO PROVISIONAL OPERATING LICENSE NO. DPR-19 AND AMENDMENT NO. 82 TO FACILITY OPERATING LICENSE NO. DPR-25 COMMONWEALTH EDISON COMPANY DRESDEN NUCLEAR POWER STATION, UNIT NOS. 2 AND 3 DOCKET NOS. 50-237/249

1.0 INTRODUCTION

By letter dated May 2,1983, the Comonwealth Edison Company (CECO) proposed changes to the Technical Specifications (TS) for Dresden Units 2 and 3.

These changes would impose more stringent surveillance requirements on the use of the Economic Generation Control (EGCI system for each unit.

A Notice of Consideration of Issuance of Amendments to License and Proposed No Significant Hazards Consideration Detennination and Opportunity for Hearing related to the requested action was published in the Federal Register on September 21, 1983 (48 FR 43131). No public comments or requests for hearing were received.

2.0 EVALUATION The EGC system is an optional control system not generally found in nuclear electric generation units.

It can, within a range and ramp rate set by licensed control room personnel, cause reactor power level to change in response to load demand on CECO's grid.

It is commonly used to load follow with fossil units.

The EGC system was installed as original equipment at the Dresden Station.

Although its use was reviewed and approved at the operating license stage and both limiting conditions for operation and surveillance requirements are in place for its use, the system has been little used at Dresden except for short periods of testing and demonstration.

In anticipation of more extensive use of the EGC system in the near future as more of CECO's nuclear units come on line, the licensee proposes more strict surveillance requirements than are currently in the TS. The change would formalize, as TS surveillance requirements, certain actions that are already contained in Dresden's operating procedures for the use of EGC. More specifically, the proposed change would require that the EGC operating parameters, as defined in the written procedures, be reviewed for acceptability by the operators prior to entering and once per shift while operating EGC.

. The proposed change will ensure more conservative operation of the EGC system than currently required by the TS rnd is acceptable.

3.0 ENVIRONMENTAL QUALIFICATION These amendments involve a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 and a change to the surveillance requirements. The staff has determined l

that these amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that these amendments involve no significant hazards consideration and there has been no public connent on such finding.

i Accordingly, these amendments meet the eligibility criteria for categorical exclusionsetforthin10CFR51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

I (1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such I

activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
