1 ENCLOSURE SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION ON REVISION DRE-93-03 TO THE COMMONWEALTH EDISON GENERATING STATION EMERGENCY PLAN FOR COMMONWEALTH EDIS0N COMPANY. ET AL.

DRESDEN NUCLEAR POWER STATION. UNIT 1

, DOCKET NO. 50-10 1.0 JNTRODUCTION By letter dated September 1,1993, as supplemented by letters dated October 1, November 30, December 17, December 21, and December 23, 1993, Commonwealth Edison Company (CECO) proposed changes to the Commonwealth Edison Generating Station Emergency Plan annexes.

Specifically, Revision DRE-93-03 to the Dresden Station Annex incorporat d revised emergency action levels (EALs) based upon NUMARC/NESP-007, " Methodology for Development of Emergency Action Levels" (Revision 2, January 1992). The NRC has endorsed NUMARC/NESP-007 as an acceptable method by which licensees may develop site-specific emergency-classification schemes.

The NRC documented its approval of Revision DRE-93-03 for Dresden Units 2 and 3 in a letter dated December 29, 1993.

CECO is not authorized to operate Dresden 1, however, radioactive fuel is stored in'its spent fuel pool.

The following evaluation pertains to those EALs in DRE-93-03 applicable to Dresden 1.

2.0 EVALUATION The EAL changes associated with Revision DRE-93-03 to the Dresden Station Annex were reviewed against the requirements in 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.

In accordance with Subsection IV.B. of Appendix-E, the proposed EALs have been discussed with and agreed upon by the licensee and the 5 tate of Illinois, and have been agreed upon by the local county governmental authorities.

10 CFR 50.47(b)(4) specifies that onsite emergency plans must meet the following standard:

"A standard emergency classification and action level scheme, the bases of which include facility system and effluent parameters, is in use by the nuclear facility licensee..."

Appendix E, Subsection IV.C., to 10 CFR Part 50 specifies that " Emergency action levels (based not only on onsite and offsite radiation monitoring information but also on readings from a number of sensors that indicate a 1

potential emergency, such as pressure in containment and the response of the Emergency Core Cooling System) for notification of offsite agencies shall be described...The emergency classes defined shall include:

(1) notification of unusual event, (2) alert, (3) site area emergency, and (4) general emergency."

- The staff, in Revision 3 to Regulatory Guide 1.101, " Emergency Planning and Preparedness for Nuclear Power Reactors," endorsed NUMARC/NESP-007, Revision 2, " Methodology for Development of Emergency Action Levels," as an acceptable method for licensees to meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.

The staff relied upon the guidance in NUMARC/NESP-007 as the basis for its review of Dresden's EAL changes.

CECO has specified two initiating conditions (ICs), with EAls listed under these ICs, which are specific to Dresden Unit 1; 1.

Mall - Major Fuel Damage or Fuel Uncovery Outside the Reactor r

Vessel EAL 3.

Unit 1 Fuel Building ARM 2 60 mR/hr (except during controlled evolutions) and Unit 1 Gaseous Monitoring vent System is not operational.

Hull - Loss of Spent Fuel Pool level EAL 2.

Unit 1 Spent Fuel Pool s 18 feet These ICs and EALs listed under these ICs conform to the NESP guidance.

In addition, a number of the Dresden site ICs, and EAls under these ICs are not unit specific and therefore are applicable to Dresden Unit 1, including:

HAl - Security Event in the Protected Area 2.

HU1 - Security Event 3.

HA4 - Natural Or Destructive Phenomena Inside a Vital Area 4.

HU4 - Natural Or Destructive Phenomena Inside a Protected Area 5.

HU5 - Fire inside Protected Area Not extinguished s 15 minutes...

6.

RU2 - Release 2 2 x ODCM for 2 60 minutes 7.

RA2 - Release 2 10 x ODCM for 2 15 minutes 8.

RU3 - Increase Rad Levels or Airborne Concentrations 9.

RA3 - Radiation Levels Impede Plant Operations These ICs and EAls listed under these ICs conform to the NESP guidance.

3.0 CONCLUSION

Based on a review of the proposed EAL changes, applicable to Dresden Unit 1, in Revision DRE-93-03 of the Dresden Station Annex to Commonwealth Edison's Generating Station Emergency Plan, the staff concludes that the revised EAls are consistent with the guidance in NUMARC/NESP-007 and therefore meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.
