ANR MIDAMERICAN ENERGY COMPANY DRESDEN NUCLEAR POWER STATION. UNITS 2 AND 3

1.0 INTRODUCTION

By letter dated October 16, 1996, Commonwealth Edison Company (Comed) submitted Revision 65c of their Quality Assurance Topical Report (QATR),

CE-1-A. This revision relocated selected portions of the Dresden and Quad ,

Cities technical specifications (TS) to Comed's QATR, in order to satisfy an '

administrative commitment related to the TS upgrade program. This commitment was identified in the NRC's letter from John F. Stang (NRC) to Mr. D. L.

Farrar (Comed), issuing Amendment No. 149 to Facility Operating License No.

DRP-19 and Amendment No.143 to Facility Operating License No. DRP-25 for the Dresd a Nuclear Power Station, Units 2 and 3, respectively; and Amendment No. Fu to Facility Operating License No. DRP-29 and Amendment No. 166 to Facility Operating License No. DRP-30 for Quad Cities Nuclear Power Station, Units 1 and 2, respectively, dated April 2, 1996.

The subject areas that were relocated from the TS to the QATR, Revision 65c, pertain to Sections, 6.2.B 6.2.C, 6.5.A, and 6.5.B. of the Dresden TS and 6.2.C, 6.2.C, 6.5. A, and 6.5.B. of the %ad Cities TS.

2.0 EVALUATION

1. Relative to Dresden, Units 2 and 3, Comed has relocated TS Section 6.2.B, " Technical Review and Control," and Section 6.2.C, " Temporary Changes to Procedures," to QATR Section 5, articles 3.3.1 and 3.3.2, respectively. Additionally, TS Sections 6.5.A, and 6.5.B. " Plant Operating Records," Mve been relocated to St7R Section 17, articles 3.10.1 and S.10.2, respectively. Based on tt.e staff's review within this area, it was determined that the information previously contained in the identified TS sections was appropriately transferred to the QATR.

The future maintenance of these requirements under the provisions of 10 CFR 50.54(a)(3) is viewed as providing equivalent controls to those previously contained in the TS.

2. Correspondingly, for Quad Cities, Units 1 and 2, Comed relocated TS Section 6.2.C, " Technical Review and Control," and Section 6.2.0,

. " Temporary Changes to Procedures," to QATR Section 5, article 3.3.1 and 3.3.2, respectively. Also, TS Sections 6.5.A and 6.5.B. " Plant  ;

Operating Records," were relocated to QATR Section 17, articles 3.10.1 and 3.10.2. Based on the staff's review within this area it was

3.c CONCLUSION The staff has determined that the changes contained in Revision 65c of the QATR, related to the relocation of TS administrat've controls, are acceptable in that the programmatic functions related to the technical review and control '

of procedures and pronrams, temporary procedure changes, and the retention of plant operating records continue to be effectively administered under the

provisions of 10 CFR 50.54(a)(3). The staff also concluded that the changes to the QATR are acceptable in that they conform to the acceptance criteria e

contained in Section 17.2 of NUREG-0800, the Standard Review Plan. ,
