1.0 INTRODUCTION

's The proposed amendments are in re:ponse to Commonweshn Edison Company's (Comed, the licensee) application dated October 3,1996. The amendments will correct a typographical enor Sat was introduced into the Technical Specifications (TS) with the issuance of Amendment Nos.

Amendment Nos.150 and 145 were the last amendments issued in a series of amendments that

. upgraded the entire TS for Dresden Nuclear Power Station and Quad Cities Nuclear Power Station. A typographical error was introduced on TS pcge 3/4.2 41. Table 4.2.F 1, et an unknown point during the typing, formatting, reviewing er editing of the information submitted on i

Merch 1,1996. The typographical error introduced a discrepancy into the Applicable OPERATIONAL MODE (s) column of Table 4.2.F 1 such that it is no longer consistent with the corresponding Tab 8e 3.2.F 1 for the (Source Range) Neutron Monitors (SRM) and Drywell Radiation Mor.itors (DRM).

1 The proposed change restores Table 4.2.F 1 to exact correspondence with the requirements of Table 3.2.F 1. The proposed change does not alter the manner of operation of the facility, it merely restores the correspondence between th # applicability of the Limiting Conditions for Operability (LCO) for the (Souru Range) Neutron Monitors and the Drywell Radiation Monitors and the aseociated Surveillance Requirements for the same two instrument functions as described in Tables 3.2.F 1 and 4.7.F 1. The proposed change does not effect the margin of

_ safety of the Dresden Station. 't he LCO requirements for the two instrument systenis which are -

effected are not changed; the OPERABILITY requirements remain the same. The only substantive changes are the modes in which surveillance testing is required to be performed.

The change restores the need to perfo.m testing of the Drywell Radiation Monitor prior to and during OPERATIONAL MODE 3 operations, and removes the requirement to perform testing of the (Source Range) Neutron Monitors prior to and during operation in MODE 3 when it is not required to be OPERABLE as described in the associated LCO.

3.0 3 TATE CONSULTATION in accordance with the Commission's regulations, the lilinois Stats offlolal was riotified of the prortsed issuance of the amendments. The State nfflolal had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments change a surveillance requirement. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the i

types, of any effluents that may be released offsite, and that there is no significant increase in j

individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (63 FR 2273). Accordingly, the amendments meet the eligibility criteria for categorical exo'usion set forth in 10 CFR 51.22(c)(g). Pureuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connecilon with the issuance of the amendments.

5.0 Cot 4CLUSION The Commission ;.as concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health aret safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
