t et 4*****s SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGUI ATION RELATED TO QUALIFIED UNIT 1 SUPERVISOR INITIAL AND CONTINUING TRAINING PROGRAM DRESDEN NUCLEAR POWER STATION UNIT 1 DOCKET NO.50-010

1.0 INTRODUCTION

By letter dated August 7,1998, Commonwealth Edison Company (Comed) submitted the Qualified Unit 1 Supervisor (OU1S) initial and continuing training program to the NRC for approval. The QUIS initial and continuing training program will allow non-licensed personnel certified under the program to supervise fuel movements while maintaining the facility in a safe and stable condition.

2.0 EVALUATION The proposed Qualified Unit 1 Supervisor initial and continuing training program establishes OUIS training for Dresden. This program ensures that the QU1S training and qualifications are commensurate with the tasks to be performed and the conditions requiring a response.

The program was developed using a systems approach to training (SAT) process that reproduces the approach used to develop the accredited Dresden Reactor Operator and Senior Reactor Operator training and retraining programs. The SAT process provides for the development, maintenance, and modification of training programs to ensure continued successful performance on the job by trained, qualified individuals. As set forth in 10 CFR 55.4, an SAT process includes provisions for revision of the training based on the performance of trained personnelin the job setting. In addition, because the Dresden QU1S initial and continuing training program is SAT-based, it is acceptable for Comed to modify it without prior approval of the NRC provided the (1) the changes assure that suitable proficiency in the performance of the program's activities is maintained, and (2) the licensee maintains sufficient records documenting the changes and keeps them available for NRC inspection to verify adequacy of the program in accordance with 10 CFR 50.120.

3.0 CONCLUSION

The NRC staff has completed its review of the Dresden Nuclear Power Station QU1S initial and continuing training program. The QU1S initial and continuing training program is consistent with current licensing practice. In addition, the initial and continuing training program provides adequate confidence that appropriate SAT-based training and qualification of personnel who supervise fuel handling activities is conducted. The initial and continuing training program helps to ensure Dresden, Unit 1, is maintained in a safe, stable condition. Accordingly, the QU1S initial and continuing training program is acceptable.
