Dear Sir:

The Advanced Technical Training Program at the James A.

FitzPatrick Nuclear Power Plant for certain Senior Reactor Operators l

(SROs) that would qualify them to serve in a dual role SRO and Shift Technical Advisor (STA) is described in References 1, 2 and 3. The NRC Staff reviewed the documentation provided and concluded that licensed SROs who successfully complete the Advanced Technical Training Program would meet the criteria for dual role as an SRO/STA. The Staff advised the Authority of this conclusion by Reference 4.

Reference 4 also requested that the Authority modify the Technical Specifications for FitzPatrick to provide clarification on the use of individuals in a dual role capacity.

The proposed amendment to the James A. FitzPatrick Technical Specifications changes Section 6.3 and Figure 6.2-1 to note the use of dual role SRO/ STAS in the operating shift organization.

Provisions are maintained for use of a separate STA position.

Provisions are also maintained for STA qualification for those ST.Os who have completed the FitzPatrick Advanced Technical Training Program.

Generic Letter 86-04 (Reference 5) provided the Commission

Policy Statement on Engineering Expertise on shift to the Authority. This is the NRC guidance for the qualifications of personnel eligible to fulfill the duty of Shift Technical Advisor.

In Reference 6 the Authority responded to the Generic Letter and

described the Advanced Technical Training Programs used to qualify 1

individuals for the dual role of SRO/STA.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed change to the Technical Specifications and the associated Safety Evaluation.

In accordance with the. requirements of 10 CPR 50.91, a copy of this application, with attachments, is being provided to the designated New York State official.

In accordance with the requirements of 10 CFR 170.12, the Authority has enclosed a check for $150.00 for the amendment application fee.
