1.0 INTRODUCTION
1.1 PURPOSE 1.1.1 The purpose of this procedure is to describe activities involved in erecting stainless steel liner plate in Reactor Building Units 1 and 2 and Fuel Building.
1.2 SCOPE 1.2.1 The scope of this procedure covers handling and storage of the stainless steel liner materials in the construction laydown area, and erection of these materials. This procedure does not include final cleaning of pool side or water leakage tests which are a
" start-up" function.
1.3 GENERAL DISCUSSION 1.3.1 This procedure contains a sequence of erection which mentions concrete placement and repair activities, welding, pipe fitting, reinforcing steel erection, and testing which are covered spe-cifically in separate procedures.

3.1.2 Materials shall be stored on dunnage or a suitable substitute to prevent contact with the ground or continued contact with carbon steel.

3 of 19 3.2 RANDLING 3.2.1 Care shall be taken during off loading and subsequent installa-tion handling of materials to prevent bending the Nelson studs beyond 15*, damaging the exposed surface of the plate material or embeds, or bending the edges of the plates or leak chase chan-nel and back-up bars.
3.2.2 Measures shall be taken to prevent carbon contamination during installation.
3.3 CLEANING DURING INSTALLATION 3.3.1 Prior to welding, surfaces 4-inches on each side of weld joints shall be degreased and cleaned in accordance with paragraph 3.3.2.
Mechanical cleaning, as necessary, will be in accordance with paragraph 3.3.3.
3.3.2 Degreasing and Cleaning Requirements Degreasing and cleaning shall meet the following requirements:

Solvent degreasing shall be performed in accordance with SSPC-SP1, " Solvent Cleaning". Approved solvents are:

Stoddard solvent 2.
Methyl ethyl Ketone 3.
QUIK 3.3.3 Cleaning Requirements (as necessary)
Grinding and deburring of stainless steel surfaces shall be performed with clean carbide or aluminum oxide grinding wheels.
Wire brushing of stainless steel surfaces shall be performed with clean austenitic stainless steel wire brushes. Grinding shall be performed with a wheel that will assure a cleanly cut sur-face. Any tools used on stainless steel materials shall not be contaminated with particles from other materials. Mechanical cleaning shall be performed 'as required to remove burrs, plate edge imperfections or similar surface defects. The protective a
paper, if necessary, shall be removed by mechanical means. All tools to be used on stainless steel materials shall be designated for such usage by color code marking of fluorescent orange paint.

QG HOLD POINIS 3.4.1 The following hold point sequence shall apply to all fit-up and weldits for the Floor and Wall Plate Systems:

Fit-up and cleanliness check prior to leak chase channel weld.

3.4.2 The form shown in Figures 3 and 3A shall be used in the above noted hold points as notification to QC to perform inspection.
The form shown in Figure 3B shall be used for miscellaneous hold point docmentation which is not included on the Stainless Steel Liner Inspection Traveler (L.P. of plates after removal o f temporary attachments, etc.).
NUIE: Construction shall use a unique numbering system on weld filler material logs (WFML's) for doctanentation purposes. For welds not originally shown on the drawings, numbers shall be added to a marked up copy of the drawing.
In cases that require clarifi-cation of weld location, field sketches may be used to show weld location. When a fald sketch is utilized, that sketch shall be

3.5 WELDING l
l 3.5.1 Liner welding and control of welding material shall be in accor-dance with Reference 2.
3.5.2 Stud welding shall be in accordance with Reference 3.
3.5.3 Weld or base metal repairs shall be in accordance with Paragraph 4.6A of this procedure.
4.0 ERECTION 4.1 ERECTION DRAWINGS 4.1.1 Erection drawings will identify the specified location of individual pieces which will be piece marked by the fabricator.
Pieces which are lost, damaged, or misfabricated may be field fabricated by con -
struction.
In such cases construction shall assign the original piece number to the field fabricated piece and adding the letter R as a suf fix (i.e., if piece number AE-12 is being replaced, the field fabricated replacement piece will be piece mark number AE-12-R).
(The "R" is to designate replacement and is not part of the mark number.) The piece mark number and heat number of the material being used shall be entered in the appropriate spaces provided on each " Stainless Steel Liner Inspection Traveler" used to document the welding of the replacement piece.
(See Figure 3).
4.2 SEQUENCE OF ERECTION - FUEL BUILDING LINER SYSTEM i
NOTE: The following is a preferred sequence of erection; however, several combinations of these steps would achieve the same quality end product and should be allowed to suit field condi-tions.
4.2.1 Install reinforcing steel to the appropriate floor elevations of the liner pools.
4.2.2 Install leak detection tubing.
4.2.3 Install protective wooden plugs in ends of leak detection tubing.
4.2.4 Install floor embeds.

01/05/84 6 of 19 4.2.5 Se t inch by 1 inch deep blockouts for continuous grooves at floor embeds. Blockout may be constructed of timber securely fastened to prevenc movement during concrete placing activities.
4.2.6 All embedments shall be placed in their correct position and securely attached as required to ensure their correct align-ment after placement of concrete. Welding of embeds to support members may be required to assure correct alignment."
4.2.7 Temporary weld attachments shall be confined to the concealed side of the embeds where practical. When temporary attach-ments are removed from exposed surfaces the area shall be ground smooth and dye penetrant tested.
4.2.8 Install wall dowels around liner pools.
4.2.9 Place floor concrete and protect embeds and concrete during curing.
4.2.10 Af ter concrete has cured completely, a protective covering of plywood or suitable substitute shall be applied "to protect the concrete surface and floor embeds against mechanical damage.
4.2.11 Install reinforcing steel to appropriate elevations around the liner pools.
4.2.12 Construct an internal support system to which the liner plate may be attached. The support system shall conform to the in-side dimensions of the liner pools and shall provide adequate support for concrete loads when pouring the liner walls at a maximum of 3 feet per hour.
4.2.13 Attach the liner plates to the support system by tack welding S.S. screws to the face of the liner and fastening to the sup-port system (See Figure 1).
4.2.14 A minimum of 3/16 inch and maximum of 3/8 inch gap between adjacent plates shall be maintained so an automatic welder may be used. Weld gaps that do not fit within these toler-ances may be ground to at least 3/16 inch or hand welded.
Spacers tack welded to the back-up bar or edge of plates
, ' may be used to maintain the required gap.
Spacers will be removed prior to welding each seam.

Fit and weld the lead chase channels to the liner plates and install the 1/4 inch bar-rier plates per detail drawings. Field weld joints will be located on record prints.
4.2.16 Install thickened wall plate embeds in design location per tolerances given on G&H drawing 2323-S-0834.
4.2.17 Set the internal support system with S/S liner attached in the fuel building at the proper location and grade. The support system and liner will be constructed in approximate-ly five major components and vertical welds between these components will be completed af ter the liner is set.
- 4. 2.18 Install concrete anchors on the outside of the 3/16 inch liner and thickened wall plates.
4.2.19 Remove protective wooden plugs frca leak detection tubing and check for restrictions to flow.
4.2.20 Fit and weld leak detection tubing to the leak chase channel.
4.2.21 Perform final cleanup of concealed surfaces of the liner plate.
4.2.22 Form adjacent face of liner pool walls and place concrete.
Where cantilevered forms are used on adjacent face, concrete will be poured in approximately 6 foot lif ts.
4.2.23 Strip forms and remove internal stiffening system.
4.2.24 Remove attachment screws and other temporary attachments in accordance with Section 4.2.7.
4.2.25 Weld exposed seam welds using an automatic welder where possible.
4.2.26 Remove protective plywood covering from the floor concrete.
4.1.27 Remove blockouts for continuous grooves at floor embeds and repair damaged or defective concrete as required.

01/05/84 8 of 19 4.2.28 All concrete floor surfaces including drainage grooves shall be given a coat of Carboline Company 195 surfacer 20 mils thick applied in accordance with the manufacturer's instructions and applicable painting procedures.
NOTE: Erection of floor liner plate shall not commence until the Carboline 195 surfacer is thoroughly dry.
4.2.29 Fit and weld floor liner plates.
4.2.30 The liner plate shall be held sufficiently tight against the embedded steel while being welded to ensure a positive contact between the two surfaces. Temporary attachments to the surface of embeds and plates may be required to ensure positive contact.
(See Figure 2) 4.3 SEQUENCE OF ERECTION - CONTAINMENT BUILDING REFUELING CAVITY LINER NOTE: The following is a preferred sequence of erection however, several combinations of these steps woula achieve the same quality end product and should be allowed to suit field conditions.
4.3.1 Construct an internal support system to which the liner plate may be attached. The support system shall conform to the in-side dimension of the refueling cavity liner and shall provide adequate support for concrete loads when pouring the liner walls at 3 foot per hour.
4.3.2 Attach the liner plates to the support system by tack welding SS screws to the face of the liner and fastening to the sup-port system.
(See Figure 1) 4.3.3 A minimum of 3/16 inch and maximum of 3/8 inch gap between ad-jacent plates shall be maintained so that the automatic welder may be used. Weld gaps that do not fall with these tolerances may be ground out to at least 3/16 inch or hand welded. Spacers tack welded to the back-up bar or edge of plates may be used to maintain the required gap.
Spacers will be removed prior to welding each seam.
4.3.4 Install thickened wall plate embeds per the tolerances on G&H Drawing 2323-S1-0561.

4.3.6 Fit and weld liner leak chase channel locating segment baffle plates as shown on the detail drawings.
4.3.7 Fit and weld liner leak detection tubing connections at bottom of liner leak chase channel.
4.3.8 During the erection of the liner plate, reinforcing steel will be placed to the appropriate floor elevation and walls to appro-priate elevation 845 (see Rebar Details).
4.3.9 Place liner leak detection tubing and floor drain piping in floor slabs.
4.3.10 Install protective wooden plugs in the ends of the leak detec-tion tubing.
4.3.11 Install floor embeds and embedded floor plates.
4.3.12 Floor embeds shall be cut as required to conform to the block-out locations per G6H Drawings Si and S2-0545-0549 to facili-tate setting the Reactor Pressure Vessel later. Prior to cut-ting, the embeds shall be piece marked for refitting later.
4.3.13 Set 1/2" X 1" deep blockouts for continuous grooves at floor embeds. Blockouts may be constructed of timber securely fas-tened to prevent their movement during concrete placing acti-vities.
4.3.14 All embedments shall be placed in their correct position and secured as required to ensure their correct alignment after placement of concrete.
4.3.15 Welding of embeds to support members may be required to assure correct alignment.
4.3.16 Temporary weld attachments shall be confined to the concealed side of the embeds where practical. When temporary attachments are removed from exposed surfaces, the area shall be ground snooth and dye penetrant tested.

The sup-port system and liner will be constructed in four major compon-ents and vertical seam welds between these components will be completed after the liner is set in the Reactor Building.
4.3.18 Fit and weld the floor embeds to the liner plate bottom angle.
4.3.19 Fit and weld leak detector tubing to the connection at the bottom of the liner leak chase channel.
4.3.20 Install concrete anchors on the outside of the 3/16 liner and thickened wall plate embeds.
4.3.21 Place concrete in floor slabs and protect concrete and embeds during curing.
I 4.3.22 Af ter concrete has cured completely, a protective covering of plywood or a suitable substitute shall be applied to protect the concrete surface and floor embeds against mechanical damage.
4.3.23 Perform final cleanup of concealed surfaces of liner plate.
4.3.24 Form adjacent face of refueling cavity walls and place concrete.
4.3.25 Remove internal stiffening system and strip forms.

4.3.32 Fit and weld floor liner plates.
4.3.33 The liner plate shall be held sufficiently tight against the embedded steel while being welded to ensure positive contact between the two surfaces. Temporary attachments to the sur-face of embeds and plates may be required to ensure positive contact.
(See Figure 2) ql 4.3.34 Gate and gate guides shall be fabricated per G&H Specification 2323-SS-7 and Bo'strom-Bergen drawing 2401, sheets 38, 39, and 40.
4.4 TOLERANCES AND SURFACES 4.4.1 Erection tolerances of the stainless steel liner plates and em-bedded items shall be maintained to ensure that subsequent veld-ing of the stainless steel liner to embedded items are properly executed. Specific tolerances are specified on G&H Drawings.
4.4.2 The surf ace of wall plates shall conform to the formwork toler-ances of G&H Specification 2323-SS-9 af ter concrete placement.
4.4.3 Surfaces of all welds shall be smooth and free of any irregular-ities such as serrations, ridges, crevices, or pinholes which may make it subsequently difficult to achieve an effective dye penetrant test or washdown of the liner surface. Where, in the judgement of the G6H Engineer, such conditions occur, the welds shall be gtound to a smooth finish as deemed acceptable by the G&H Engineer.
4.5 TESTING 4.5.1 All butt weld seams shall be dye penetrant inspected and tested by vacuum box for leak tightness for their entire length by the appli-cable QC Department. Fillet welds within the pressure boundary shall be dye penetrant and vacuum box inspected, and shall be prepared for such inspection.
4.6 REPAIR OF LEAKS

01/05/84 12 of 19 4.6.1 Leaks detected by inspection shall be repaired per the appropri-ate repair procedure and the tests repeated until successful com-pletion.
4.6A WELD OR BASE METAL REPAIRS 4.6A.1 When a weld or base metal defect is identified during inspection, the Project Welding Engineer (PRE) shall be responsible for deter-mining the means of resolving that defect.
4.6A.2 If it is determined by the PWE that excavation and weld repair are required, the technical resolution shall be presented on a Repair Process Sheet (Figure 4).
4.6A.3 The following is a brief outline of the information required on the technical resolution and does not encompass all mandatory requirements that may be specified by the Field Weld Technical Center (FWTC) Super'.isor:
a.
Method of removc t - the deposited weld filler metal or base metal defet-shall be removed by mechanical means or by thermal goaging process.
b.
Weld joint configuration af ter excavation - the excavated area shall be ground within tolerances specified by the WPS to be used for the repair welding.
(This does not apply to the repair of base metal defects).
4.6A.4 Upon completion of the excavation and any required joint preparation, the area to be repaired shall be visually examined per the Repair Process Sheet.
4.6A.5 Af ter the visual examination, repair welding shall be as follows:
a.
The excavated area shall be welded using an approved WPS specified on the technical resolution. The weld filler metal shall be compatible with the base metal.
b.
When weld repair is completed, the surface of the rep-aired area shall be ground flush with the adjacent material and examined in the manner specified for the weld joint or base metal repair.
