1.0 INTRODUCTION
This specification covers the specific technical requirements for the design, fabrica tion, delivery, erection, testing and cleaning of various lift and swinging type submersible gates required at the Ccmanche Peak Steam Electric Station (CPS ES),
a two
- Unit, pressurized water reactor (PWR) nuclear power plant.
2.0 SCOPE CF WORK 2.1 WORK INCLUDED a.
The work covered by this specification consists of furnishing all labor, tools, materials, equipment and supervision for the
- design, det ailing, fabrication, delivery, erection and testing of the following stainless steel gates complete with frames embedded in

Appropriate provisions for interface shall be made with the stainless steel plate lining the cavities, pits and canals as shown on the engineering drawings.

Storage capability (submersed condition) including wall brackets to be welded to reinforced stainless steel liner plates.

Transfer canal lift gate shall be capable of being inserted in any one of the three locations.
5.
Lifting attachments (from a
submersed condition) for erection and removal.
6.
A set of special tools, (if required), for erection, disassembly, replacement of parts and maintenance of all gates.
2.2 WORK NOT INCLUDED The following items are not included in this specification:
a.
Provision of a
suitable air supply for pressurizing of the pneumatic seal.

ACI 318-71 Building Code Requirements for Reinforced lRev.1 Concrete 4.0 MATERIALS Materials shall conform to the requirements of Section 3.0 and lRev.1 the description as listed below.
4.1 PNEUMATIC SEALS Seals shall be of inflatable type.
Seal material shall be f astened to the gates with stainless steel attachments which will permit replacement of the seal.
Manuf acturer's documentation attesting to the total environmental suitability of the seal including its capability to resist radiation shall be submitted.
This documentation will be reviewed for approval by the Engineer.
Successful performance of previously completed and utilized gates shall be submitted for Engineers review.

4.2 STAINLESS STEEL PLATE The material for stainless steel plates used in the manufacture of all gates, doors and support systems (see Section 4.6 for exceptions) shall be ASTM A240 chromium-nickel stainless steel Type 304L, hot rolled, annealed or heat treated and blast cleaned equivalent to a No. 1 finish.
4.3 STAINLESS STEEL SHAPES
~
The material used for stainless steel shapes used in the manufacture of all
- gates, doors and support systems (s ee Section 4.6 for exceptions) shall be ASTM A276 chromium-nickel stainless steel Type 304L Class C condition.
4.4 BOLTS Eciting material shall be ASTM A193 Grade 8 - chromium-nickel stainlecs steel, Type 304 4.5 NUTS All nut material shall be ASTM A194 Grade 8 - chromium-nickel stainless steel, Type 304.
4.6 ANCHOR STUDS Material for anchor studs shall be Nelson Studs as manufactured by Nelson Stud Welding Compa ny, or approved equal and shall conform to ASTM A108.
5.0 SERVICE CONDITIONS The intended service of the spent fuel pool hinged gates is to prohibit the exit of water from the spent fuel pool into an empty refueling canal.
Lift gates prohibit a transfer of water across the gate from either side at such times that water is absent on one side.
The gat es will be emersed in borated water (see Section 15.0 for details) filled to the required level.

The gates with all their parts essential to their function shall be, while in se rvice or
- storage, capable of withstanding earthquake effects.
Gibbs S Hill Specification 2323-SS-20, Seismic Criteria For Equipment Design (Seismic Category I), shall be used for final seismic design and is considered part of this specification.
b.
Certified detailed calcula tions shall be prepared by the contractor and submitted to the Engineer for apprcval.
The se calculations sha ll demonstrate that the equipment meets the seismic load requirements as set forth in this specifica tion and Specification 2323-SS-2 0.
The calculations shall be prepared in a form which facilitates checking.
9.0 SEISMIC DESIGN i
The gates shall be designed to fully function during and after a 1/2 safe shutdown earthquake and maintain a water seal during and after a
full safe shutdown earthquake as defined in Specification 2323-SS-20.
9.1 SEISMIC FORCES (REACTOR BUIDINGS)
The gates shall te designed to withstand forces resulting from the simultaneous combination of seismic forces based on the appropriate response spectra as specified in specification 2323-SS-20 and the seismically induced hydrodynamic fluid pressures resulting from contained fluid.
9.2 SEISMIC FORCES (FUEL BUILDING)
Approximate seis mic accelera tions,
appropriate for preliminary design purposes shall be found in the following parag ra phs.
These approximate accelerations are not intended as a substitute for the requirements of Specification 2323-SS-20 and will be superseded when the appropriate response spectra beccmes available.
a.
If the lowest fundamental natural frequency of the gate is less then 33 Ez, the safe shutdown earthquake (SSE) seismic acceleration in each horizontal direction shall be 4.0 g and in the vertical direction 4.0 g.
The gate forces calcula ted from each horizontal seismic acceleration shall be combined vertical seismic acceleration, resulting in two independent gate seismic loading conditions.

independent gate seismic loading conditions.

be designed to withstand forces resulting from the simultaneous combina tion of each of the above loading j
conditions with the seismically induced hydrodynamic forces j
of the applicable contained fluid mass.

The gate shall also be designed to resist seismic forces resulting from the 1/2 safe shutdown earthquake (1/2 SSE).
All of the i
above listed statements in 7.2a and 7.2b of the above also apply for the 1/2 safe shutdown earthquake;
- except, that the listed "g" values are to be reduced to the following values.
If the lowest fundamental natural i
frequence of the gate is less than 33 Hz, the 1/2 safe shutdown earthquake (1/2 SSE) seismic acceleration in each horizontal direction shall be 3.0 g and in each horizontal direction shall be 1.5 g and in the vertical direction 1.5 g.
10.0 CESIGN LIFE The gates shall be designed for a useful life of 40 years with j
the exception of the seals which shall be designed for a minimum 1
useful life of five years.
11.0 INSPECTION The gates will be subject to periodic inspection and maintenance which will require them to be lif ted from their normal in place hev.1 position or storage position and laid down horizontally.
The gates shall incorporate suitable provisions to facilitate such
- handling, and shall be capable of adequately resisting such repeated handling without development of any deformation or other undesirable conditions interferring with their proper installation or functioning.

13.0 RADIATION (SEALS)
The Contractor shall state if the seals should be replaced and at what intervals (minimum five years).
14.0 HINGED GATE OPERATIONS a.
The hinged gate shall be manually operated frcm the floor at elevation 860'-0" b.
The design of the gate shall permit the mounting and removal of the gate when the water is up to its usual level on both sides of the gate.

16.0 SHOP AND ASSEMBLY DRAWINGS The Centractor shall prepare detail and assembly drawangs for all gates and frames.
These drawings shall be submitted to the Engineer for approval.
17.0 FABRICATION AND WORKMANSHIP a.
All working points and tolerances specified on the design drawing shall be strictly adhered to in the detailing and f abrication of the gates herein specified

Welding procedures and performance and testing shall be in

accordance with Section IX of the ASME Boiler and Pressure vessel Code and the requirements of Section 21.0.

and suitable protection shall be provided to protect the seal from possible damage prior to erection.
18.0 CLEANING a.
Exposed areas of the gates shall be cleaned after the ccmpletion of installation.
Surfaces which will be concealed shall be cleaned of grease, oil or gross dirt before plates are fastened into position.
b.
Pickling solutions and cleaning solutions, including detergents, shall be certified as suitable for cleaning of stainless steel and shall contain not more than 1 ppm of chlorides.
Wire brushes shall be of stainless steel a nd shall not have been used on carbon steel.
c.
All exposed surfaces shall be cleaned with lint-free cloths using a light duty liquid detergent, certified in accordance with Section 18b of this Specification and rinsed with clean
%ev.1 water containing not more than 1 ppm chloride.

The procedure shall lRev.1 include civil work tolerances for frames and swing gates.
20.0 LEAK TESTING a.
Prior to acceptance by TUSI all swing and lif t gates will be f
tested for leakage.
The water used for this purpose shall be in accordance with the following:
1.
Solution pH Determined by ccncentration of boric acid present.
Acceptance limits are 4.0 to 8.0.
2.
Boric acid 4000 ppm maximum 3.

Any leaks or defects due to defective material or workmanship shall be repaired by the Contractor.

Accessible butt welds shall be fully radiocrached.

When faulty welds are found as a result of the inspection and testing procedures described in the preceding paragraphs, the

The Contractor is completely responsible for all radiography as required by this specificaticn.
All radicgraphs and certified interpretations thereof, shall be submitted to the i
Engineer for eramination.
- Where, in the opinion of the

question arises as to the quality of the radiograph of the work, he may require that any radiograph he deems unsatisfactory be repeated or any weld he considers unsatisfactory be removed, rewelded and reradiographed.

Acceptance by the Engineer of the radiographs or the welds e.
shall not in any way relieve the Centractor of his lRev.1 responsibilitye f.
Test
- reports, inspection and test procedures shall be submitted to the Engineer in conformance with the ASME Boiler and Pressure Vessel Code Section IX and other referenced

codes and standards.
Included but not limited to shall be:
1.
Welding and weld repair precedures 2.
Weld and welder qualification procedures 3.
All heat treatment procedures, including heating for forming, weld preheating and heating for post weld treatment 4.
Radiographic examination procedures.
22.0 QUALITY ASSURANCE The contractor shall establish and implement a Quality Assurance Prcgram which rigidly c onforms to the applicable rules and standards as imposed by the Nuclear Regulatory Commission, 10CFR 50, Appendix B, ANSI N45. 2 -19 71, ANSI N45.2.9 (dra ft 11, Fev. 0-January 17, 1973),

The contractor shall furnish procedures to assure that all inspection tools, instruments, gages and other measuring and testing devices are in a calibration and control system traceable to the National Bureau of Standards where such standards exist.

These three gate frames (ID Nos. PR-5495, PR-5598, and PR-5599) were shipped 'from the Presray Corp. with the following outstanding discrepancies. Ref. BRV-6991
& 7280, and AFC0 SDR's-77-646-7, 8, &9.
1.
The C.M.T.R. for the weld filler material (Heat No. 44397) used in the weld repairs lists the chemical analysis but does not list the mechanical properties of the filler material. This violates Spec. 2323-SS-7,. Para. 17.b.
2.
Cleaning prior to welding was accomplished by sand' blasting, using fine sand. This violates Spec. 2323-SS-7 Para.18.
3.
The dimensions are not within the stated tolerance on the draw-ings (Nos. 77-646-61, 64 and 65 per the sketch below 4.
The drawings referenced in 3 above require identification markings on each assembly per Note No. 4.
None of the assemblies received are identified.
The frame material-is stored on the north side of Warehouse "A" with hold tags attached.

system shall utilize the drainage grooves, and wall leak chases that are provided with threaded pipes and plugs.
Injection of a
lighter than air gas such as helium, at an extrerely lcw pressure (only slightly above atmospheric) shall be required for perreation of the gas.
The surfaces of the liner plate welds shall then be scanned with an instrument sensitive to and capable of signaling the presence cf the
