Gibb's and Hill's Alternate Analysis criteria, a simplified method for design and analysis of small size piping, was T
first issued in January (1980 (Rev. 0).
The current criterja '

Portions of the Alternate Analysis criteria were reviewed for conformance to code require:nents and licensee commitments.
It was noted that the criteria were developed in a verJy coarvative
_aaer.
In addition. the alternar.c.. lysis method does provide procedurgehermal inade and <=temtILrestraint spRtng calculations. The~ alleger s concern with regard to procedure requirements in the areas of thermal and seismic' claculation has, therefore, been resolved since January 1980.
With the presentation of the above information and the enclosed docucients, it is expected that you may be able to close the subject potential allegation for case No. RII-84-A-0081.
Followup on this. case involved 12 inspection hours on site, 'and f'.1ar hours preparation and documentation time in the Region II office.
