Portions of the Alternate Analysis criteria were reviewed for conformance to code require:nents and licensee commitments. It was noted that the criteria were developed in a verJy coarvative _aaer. In addition. the alternar.c . . lysis method does provide procedurgehermal inade and <=temtILrestraint spRtng calculations. The~ alleger s concern with regard to procedure requirements in the areas of thermal and seismic' claculation has, therefore, been resolved since January 1980. ,

With the presentation of the above information and the enclosed docucients, it is expected that you may be able to close the subject potential allegation for case No. RII-84-A-0081.

Followup on this. case involved 12 inspection hours on site, 'and f'.1ar hours preparation and documentation time in the Region II office.
