UNITS 1 AND 2 Enclosed is Licensee Event Repon 97 044 00 for Point lleach Nuclear Plant, Unit I and Unit 2. This report is provided in accordance with 10 CFR 50.73(a)(2)(1)(ll), an " operation prohibited by the plant's Technical Specifications." This report describes the discovery that an inservice test procedure used a dedicated operator to provide operability of the containment spray additive system while both redundant trains of the system were isolated during the test. Afler determining that the dedicated operator was an insullicient measure fbr operability, it was concluded that the plant had been operated in an operation prohibited by Technical Specifications during previous performances of the test.

No new commitments are established within this report.
