TEMPERATURE PROFILES FOR EQUIPMENT QUALIFICATION AT FORT ST.

We have reviewed your submittal dated February 28,1986(P-86120)providing information enabling us to perform independent calculations of the temperature profiles for equipment qualification at Fort St. Vrain (FSV).

4 Discussions were held with your staff via telephone on September 4 and 11, 1 and October 6, 1986 concerning this issue.

Enclosure 1 to this letter is a draft Technical Evaluation Report (TER) from our contractor, Pacific Northwest Laboratory (PNL). This draft TER addresses the specific details used in your calculation of the temperature profiles for FSV. Enclosure 2 contains a comparison of the results of PNL's independent calculations for your information. We have reviewed this draft TER and agree with its conclusions that the methods you used to i calculate the temperature profiles at Fort St. Vrain are not conservative.

! In view of the importance of this matter to the FSV equipment qualification program you should consider alternatives to address this issue. The staff is willing to meet with you in Bethesda, Maryltnd, to further discuss and resolve this issue on .1 priority basis.

4 The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
