PSC Letter, Warembourg to Hunter, dated September 10, 1985 (P-85312)

Dear Mr. Hunter:

In Reference 1, Public Service Company (PSC) provided additional information requested by the NRC in support of PSC's request for NRC approval to operate Fort St. Vrain at power levels up to 8 percent power.

The purpose of this letter is to formally provide the comitment that PSC will ensure that the operating procedures and operator training described in Reference 1 will be complete prior to withdrawal of control rods to achieve criticality.
