SUBJECT:

APPROVAL OF FORT ST. VRAIN TEMPERATURE AND PRESSURE PROFILES A review of the Fort St. Vrain (FSV) temperature and pressure profiles was performed by the staff with the assistance of our contractor, Pacific Northwest Laboratories (PNL). The staff and PNL have reviewed submittals dated December 12 and 19,1986 (P-86664 and P-86673)your . PNL's Technical Evaluation Report (TER) finds that the calculated temperature profiles for certain high energy line breaks are within the Sargent and Lundy composite profile to which the FSV equipment is qualified. We have reviewed the PNL TER, and find that it provides the basis for concluding that the FSV temperature profiles are acceptable. Our Safety Evaluation and the PNL TER are Enclosures 1 and 2, respectively.

By letter dated February 25, 1987 (P-87077), you provided a report of FSV's compliance with the equipment qualification rule. Your report indicated 15 areas where PSC was completing work or closing out identified deficiencies. In this letter you committed to issue a letter certifying completion of these items as delineated in our letter of September 10, 1986 We request that you provide certification that FSV is in compliance with 10 CFR 50.49 in order that we may complete approval of your program.

The reporting and/or recordkeeping requirements contained in this letter affect fewe" than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
